About this file
This is a Letter of Assent Template document for Mt. San Antonio College, a California public institution, establishing the framework for acceptance of Structural Engineering Design Services consultant proposals. The procurement seeks qualified structural engineering consultants to provide on-call professional services from November 2025 through October 2030, with potential extensions for four additional one-year periods. Individual project assignments are estimated at less than $220,000 per engagement. A mandatory pre-proposal meeting is scheduled for September 17, 2025, with electronic proposals due via OpenGov by October 3, 2025. The college anticipates announcing a contract recommendation by November 20, 2025, with contract execution targeted for December 1, 2025. The evaluation process employs a three-stage approach assessing proposals across seven criteria: company information (10% weight), business experience and licensing (25%), references (10%), firm staffing and key personnel (10%), pricing and deliverables (20%), ability to manage bond programs (15%), and experience with Project Labor Agreements or Community Workforce Agreements (10%).
The college reserves the right to award multiple contracts and execute a Master Services Agreement with selected consultants, though no minimum work volume is guaranteed. Participating consultants must demonstrate current professional licensure, compliance with California prevailing wage regulations, and potential participation in Community Workforce Agreements. All contractors must maintain comprehensive insurance coverage and adhere to detailed documentation standards, including completion of required tax forms and certifications. While specific budget allocations are not detailed in the procurement documents, the per-project estimate of less than $220,000 indicates moderate-scale assignments. Award of the contract remains contingent upon available funding and Mt. San Antonio College's sole discretion.
