About this opportunity

Clackamas County, Oregon is soliciting sealed bids for the Stone Creek Golf Club Irrigation Replacement Project, a comprehensive public improvement contract for the design and installation of a new irrigation system at the golf course located at 14603 S. Stoneridge Drive, Oregon City, Oregon. The project scope encompasses installation of a new prefabricated pump station with a 60-horsepower main pump and 10-horsepower jockey pump, replacement of existing irrigation infrastructure throughout the course, installation of variable irrigation head rotors, implementation of a Rain Bird Cirrus Pro central control system with weather station capabilities, installation of 2-inch to 36-inch HDPE piping using fusion techniques, electrical control valves, bridge crossing installations, and complete site restoration with sod and seed. Deliverables include a fully operational irrigation system designed to deliver 2,400 gallons per minute at 125 PSI, comprehensive record drawings, operations and maintenance manuals, and a minimum one-year warranty covering all materials and workmanship. Required qualifications for prime bidders include prior experience installing new irrigation systems on operating golf courses, AquaFusion HDPE pipe fusion certifications (butt, socket, and sidewall fusion), decoder-controlled irrigation control system installation experience, 2-inch HDPE pipe installation capability via vibratory plow, and documented examples of five similar projects completed within the past five years. Mandatory pre-bid conference attendance is required for all prime bidders on May 12, 2026 at 11:00 AM at the golf club; sealed bids must be submitted electronically through Bid Locker by June 2, 2026 at 2:00 PM Pacific Time, with public opening and reading via Zoom at 2:05 PM the same day. The project is anticipated to commence upon issuance of a Notice to Proceed, with Substantial Completion targeted for May 14, 2027 and Final Completion by May 21, 2027. Contractors must be registered with the Oregon Construction Contractors Board and comply with prevailing wage requirements per ORS 279C.800 through 279C.870.

Clackamas County encourages bids from Minority, Women, and Emerging Small Businesses (M/W/ESB) and requires contractors to submit Good Faith Effort documentation demonstrating outreach to at least three M/W/ESB subcontractors for each division of work, with Forms 1 and 2 due within two hours of bid closing and Form 3 required with the final pay application as a condition of payment. All bidders must provide bid security equal to ten percent of the total bid amount, and successful bidders must furnish performance and payment bonds of 100% of the contract sum. The project was designed by irrigation consultant Greg Baer of Baer Design Group, LLC, and will incorporate the Rain Bird Cirrus Pro central control system as the specified control technology with no substitutions permitted without prior written approval. The engineer's estimate for the project ranges from $3,000,000.00 to $5,000,000.00, with actual award value dependent on the submitted bid amount. All contractors must comply with tax compliance and Workers' Compensation Insurance requirements, and are responsible for acquiring all required permits, locating and marking utilities prior to construction, and maintaining daily as-built records with each payment application.
