About this opportunity
Clackamas County, on behalf of Water Environment Services, is soliciting sealed bids under BID 2026-79 for modifications to digester gas piping at the Tri-City Water Resource Recovery Facility, with a mandatory pre-bid conference on November 19, 2026 at 1:00 p.m. and bids due December 3, 2026 at 2:00 p.m. Pacific Time. Prime bidders arriving more than ten minutes late will not be permitted to bid.
Bidders must be registered with the Oregon Construction Contractors Board and disclose their registration number. Because the maximum compensation exceeds $50,000, Oregon prevailing wage rates apply, effective January 5, 2026 and amended September 3, 2026. Bidders must contact at least three minority, women, and emerging small business subcontractors for each division of work to be subcontracted, with Good Faith Effort forms due within two hours of bid closing. This is an outreach requirement, not a set-aside, and the county encourages bids from those firms. First-tier subcontractors must be disclosed for any subcontract valued at 5% of total contract price (minimum $15,000) or at $350,000 regardless of percentage.
The work modifies existing stainless-steel digester gas piping so that anaerobic digester gas flows through existing gas conditioning units before fueling three boilers. The contractor purges gas lines, demolishes sections of existing 6-inch and 8-inch stainless-steel piping, and installs new piping with butterfly valves, plug valves, and pressure gauges. Work is located primarily in the basement of Building 580 (Dewatering and Digester Control Building), with associated work in the boiler room, digester control room, and at the gas storage bubble and gas flare. Pipe supports must be designed and sealed by a registered Oregon professional engineer. The design follows the 2025 Oregon Structural Specialty Code for Risk Category IV structures with Design Seismic Category D classification, and the contractor must provide special seismic certification from equipment manufacturers. The 18-sheet drawing set under Contract No. 700226319 was prepared by Hazen and Sawyer.
The engineer's estimate is $350,000. Bid security equals 10% of the total bid amount. The successful bidder must provide performance and payment bonds, each equal to 100% of the contract sum. Liquidated damages are $2,180 per day for each day beyond the substantial completion date. Substantial completion is required within three calendar months of the Notice to Proceed, with final completion one month thereafter. Bid results will be publicly opened and read aloud via Zoom on December 3, 2026 at 2:05 p.m.
