About this opportunity

Hillsborough County is conducting a sole source procurement for stationary high-head diesel pump maintenance, parts, and services under Section 3-205(2)(e) of the County's Procurement Policy. The procurement is designated exclusively for Xylem Dewatering Solutions, Inc., as the original equipment manufacturer and sole provider of Godwin pumps, OEM repair and replacement parts, maintenance, repair services, and technical support. The scope of services includes quarterly preventative maintenance at $305.00 per service, annual preventative maintenance at $710.00 per service, skilled labor repair services at $95.00 per hour, emergency repair services at $110.00 per hour, and additional technology offerings including Xylem Field Smart Technology modules and PrimeGuard 2 Controllers. The contract term is five years, effective July 1, 2026, through June 30, 2031, with an estimated total cost of $1,462,350.00, including $152,000.00 for parts and accessories. These pump systems are strategically located throughout Hillsborough County and serve critical infrastructure functions, maintaining constant operational readiness for emergency response during power outages, storm flooding, and other unforeseen circumstances. The deadline for submitting challenges to this sole source designation is April 6, 2026, with submissions required through the EUNA Procurement platform. The County reserves the right to extend the contract term, adjust the scope of services based on changing conditions, and increase the award amount accordingly.

This is a sole source procurement with no competitive bidding unless challenges to the designation are received by the April 6, 2026 close date. Xylem Dewatering Solutions, Inc., operates four service locations throughout Florida—Lakeland, Jacksonville, Pompano Beach, and Sanford—with corporate support from its Bridgeport, New Jersey facility, ensuring adequate service capacity and technical expertise throughout the contract period. No set-asides for disadvantaged enterprises or other restricted vendor categories are mentioned in the procurement documentation. The estimated contract value of $1,462,350.00 over the five-year term represents a significant capital investment in maintaining critical wastewater and stormwater infrastructure. Contractors interested in challenging the sole source designation must submit clear and convincing evidence demonstrating their ability to provide all identified proprietary parts, goods, and services equivalent to those offered by Xylem Dewatering Solutions, Inc. Should valid challenges be received, the County will evaluate whether bona fide competition exists and may convert this procurement to a competitive solicitation.

This cost includes $152,000.00 for parts and accessories that are anticipated over the term of the contract.
