About this opportunity

The City of Austin is requesting bids on audio parts for station alerting systems under IFB DCG1036, with proposals due July 14, 2026. The scope includes amplifiers, speakers, mounting racks, brackets, and backup power supplies specified in a detailed bill of materials attachment.

The City of Austin's Small Business Preference Program is available to offerors holding recognized Small Business Administration certifications; participation is optional. No mandatory M/WBE subcontracting goals apply due to insufficient subcontracting opportunities and M/WBE firm availability, but all offerors using subcontractors must comply with the City's M/WBE procedures and demonstrate Good Faith Efforts to solicit certified M/WBE firms, including contacting the City's Small and Minority Business Resources Department for availability lists, contacting qualified M/WBE firms with at least seven days to respond, and documenting outreach efforts.

All offerors must complete and submit certifications confirming wage theft compliance under Austin City Code Chapter 4, Section 4-22-1; debarment status; collusion and conflicts of interest prohibitions; and compliance with Texas Government Code requirements covering reciprocal preference (declaring resident or nonresident bidder status and identifying equipment manufacturing location), LGBTQ+ conversion therapy practices, boycotts of Israel and energy companies, firearm entity discrimination, and cybersecurity protections under the Lone Star Infrastructure Protection Act. Awarded contractors must complete City of Austin Wage Theft Training within 30 days of contract award.

Contractors must designate a Contract Manager to maintain continuity of key personnel throughout the contract term; any personnel changes require equivalent experience and competence and are subject to City approval. The City's contract oversight team includes Arletha Guerrero (Contract Manager), Shukri Hassan (Project Manager), and Diego Cruz-Garcia (Contract Administrator and Procurement Specialist).

The procurement is structured as a blanket purchase agreement permitting multiple awards to qualified vendors and allowing call-off orders throughout the contract term.
