About this file

This Addendum No. 2 is issued by the Florida Department of Education, Bureau of Contracts, Grants, and Procurement Management Services for ITN 2026-046, a statewide mobile panic alert system (Alyssa's Alert) for Florida public school districts and charter schools. The addendum amends critical event dates, including the deadline for technical questions (October 6, 2026 at 4:00 PM ET), the department's response to technical questions (on or about October 26, 2026), and the revised technical replies due date (December 1, 2026 at 2:00 PM ET, replacing the original November 10, 2026 deadline). Technical replies will be opened on December 1, 2026 at 2:30 PM ET, with evaluation of technical replies occurring December 7-11, 2026. Oral presentations are scheduled during the evaluation period, and the Negotiation Committee will commence negotiations on or about January 4, 2027. The contract is anticipated to commence May 1, 2027, with a three-year initial term and renewal options for up to three additional one-year periods. Potential proposers have 72 hours from posting of the addendum to file protests regarding the amended requirements.

The contract is funded with $6.4 million in recurring state funds allocated pursuant to Senate Bill 70 and Section 1006.07(4), Florida Statutes. Evaluation criteria allocate 70 points to technical merit (including Executive Summary, Qualifications and Experience, Technical Plan, and Management Plan) and 30 points to price, with the award going to the responsible and responsive vendor providing best value. The contractor must deliver 24/7 Level One technical support, maintain 99.999% uptime reliability, and resolve system bug fixes within five business days, with quarterly meetings required with the Department. Respondents must demonstrate financial capability, comply with Florida authorization and licensing requirements, provide Drug-Free Workplace certification and a Disclosure Statement, and must not subcontract without prior written Department approval. No performance bond is required, and pricing must be submitted in a separate sealed package with line items for each year of the initial and renewal terms.
