About this file

This Addendum No. 1 to Invitation to Negotiate (ITN) 2026-046, issued by the Florida Department of Education, Bureau of Contracts, Grants and Procurement Management Services, amends critical event dates and pricing submission requirements for the Statewide Mobile Panic Alert System (Alyssa's Alert) procurement. The addendum revises the technical replies deadline from October 27, 2026 to November 10, 2026 at 2:00 PM ET, with technical replies to be opened at 2:30 PM ET on the same date. The evaluation period for technical replies has been extended to November 16-20, 2026, and the negotiation committee is scheduled to commence negotiations on or about December 1, 2026. The anticipated project commencement date remains May 1, 2027. The deadline for submitting technical questions has been maintained at October 6, 2026 by 4:00 PM ET, with the Department's response posted on or about October 13, 2026. Oral presentations will occur during the evaluation period, and potential proposers have 72 hours from addendum posting to protest requirements.

The addendum also corrects the Price Reply (Part II) submission instructions to reference ITN 2026-046, clarifying that respondents must submit one original, one hard copy, and one electronic copy (flash drive) in Microsoft Excel 5.0 or higher on forms provided in the ITN. Price replies must be submitted in a separate sealed package clearly marked "PRICE REPLY FOR ITN 2026-046" and will be evaluated during the evaluation stage by the Bureau of Contracts, Grants and Procurement Management Services. Payment for services will be based on deliverables and dates specified in the resulting contract. All replies must include an executed signature page for the submission to be considered complete. The contract term is three years with renewal options for up to three additional one-year periods, with $6.4 million in recurring state funds allocated for implementation.
