About this opportunity

The State of Oregon Department of Administrative Services, State Procurement Services, seeks competitive proposals for multiple Master Services Agreements to provide comprehensive environmental analytical laboratory services statewide on behalf of state agencies and members of the Oregon Cooperative Purchasing Program. The procurement covers chemical and biological laboratory testing services for soil and water samples to support public health, regulatory compliance, sustainability, and ecosystem protection efforts. Required services include general chemistry analysis, metals analysis, organics analysis, air toxicity analysis, herbicides and pesticides analysis, industrial hygiene analysis, hazardous waste characterization, and specialized analyses such as SARS-CoV-2 wastewater testing and incremental sampling methodology services. Proposers must hold current accreditations from the Oregon Environmental Laboratory Accreditation Program (ORELAP), National Environmental Laboratory Accreditation Conference (NELAC), and the National Voluntary Laboratory Accreditation Program (NVLAP) for asbestos testing, and must demonstrate at least three years of experience providing comparable services. Evaluation criteria total 2,000 points, comprising 1,700 points for technical evaluation across six criteria addressing capability, resource capacity, specialty technical services, implementation plans, team qualifications, and sustainability methodologies, plus 300 points for pricing. Proposers may offer services statewide or to smaller defined regions. Key dates include a pre-proposal conference scheduled for May 11, 2026 at 2:00 PM (PT), with questions due by May 13, 2026 at 2:00 PM; answers will be issued approximately May 15, 2026; proposals must be submitted electronically through OregonBuys by June 1, 2026 at 5:00 PM (PT); and a Notice of Intent to Award is anticipated for June 18, 2026. The initial term of awarded Master Services Agreements is anticipated to be three years with renewal options.

The State encourages participation by certified disadvantaged businesses through subcontracting opportunities and requires submission of a Certified Disadvantaged Business Outreach Plan identifying Oregon-certified firms (Disadvantaged Business Enterprise, Minority Business Enterprise, Woman Business Enterprise, Service-Disabled Veteran, or Emerging Small Business) and describing specific steps to solicit these firms for subcontracting opportunities. The State offers a 10 percent price preference for proposers performing all services entirely in Oregon per ORS 279A.128. Proposers must complete and submit multiple certification documents, including a Proposer Information and Certification Sheet attesting to compliance with Oregon tax law, non-discrimination requirements, prevention of sexual harassment and assault (for contracts anticipated to exceed $150,000), wage equity under ORS 652.220, and exclusion from federal sanctions lists. Proposals constitute firm offers valid for 180 days following the closing date. The RFP does not specify a guarantee of any specific purchase amount under the Master Services Agreements, nor are pricing guarantees provided; however, pricing is negotiable following selection of successful proposers. The State reserves the right to award multiple contractors, conduct additional evaluation rounds including interviews and best and final offers, and re-open or re-advertise the RFP annually.
