About this opportunity

The Kansas Department of Health and Environment (KDHE) is soliciting competitive proposals for remediation laboratory services through an RFP from its Office of Procurement and Contracts, with proposals due December 8, 2026 at 2:00 p.m. CST. KDHE plans to award multiple contractors to provide alternate laboratories, additional analytical capacity, and backup capabilities for contaminated sites statewide. The solicitation contains no set-aside or local-vendor preference.

Vendors must hold current certification from the Kansas Health and Environmental Laboratory Certification Program for applicable analytical parameters, maintain NELAP accreditation throughout the contract, and demonstrate a minimum of ten years of continuous active participation in comparable laboratory services. Bidders must complete mandatory State of Kansas bidder registration and submit certifications covering tax clearance, immigration reform compliance, sexual harassment policy acknowledgment, Israel boycott, and covered telecommunications equipment.

Scope covers analytical laboratory support for preliminary assessments, remedial investigations, feasibility studies, remedial designs, remedial actions, and site monitoring. Analysis spans aqueous, solid, chemical waste, and air matrices across hazardous waste characterization, metals, inorganics, volatile and semi-volatile organics, pesticides, herbicides, PCBs, total petroleum hydrocarbons, radiological parameters, and PFAS. Pricing must include sample screening, laboratory QC samples, dilutions, re-analyses, data packages, and supplies without additional charges. Summary data packages are due within 24-hour, 48-hour, or 3–5 business-day turnaround options, and full data packages within 30 days of sample receipt. Five annual cost sheets, one per contract year, accompany the RFP, and a Year Three cost sheet comment adds glyphosate analysis.

The contract period runs April 1, 2027 through March 31, 2032 and replaces contracts 51985 and 51986. Pricing remains firm through the contract and renewal periods, with contractors permitted to propose increases of up to 5% annually for Years Two through Five. No monetary bid guarantee is required, and the State of Kansas is exempt from sales and federal excise taxes. Proposals may be submitted electronically or by courier to procurement@ks.gov. The opportunity was posted October 26, 2026.
