About this opportunity
The Redevelopment Authority of the City of Uniontown, Pennsylvania is soliciting sealed bids for the State Theatre External Rehabilitation project, specifically Contract No. C000083242, which involves comprehensive external restoration work. The project scope includes demolishing approximately 200 lineal feet of existing metal cornice and associated wood framing, repointing existing mortar joints, installing new fiberglass cornice and framing, removing metal siding from the elevator penthouse with associated sheathing repairs, and installing new metal wall panels. A non-mandatory pre-bid conference is scheduled for December 22nd, 2025, at 11:00 AM at the project site, and sealed bids must be submitted electronically via PennBid by January 7th, 2026, at 4:00 PM. Bidders are required to provide a bid bond or certified check for at least 10% of their total bid amount, submit a comprehensive non-collusion affidavit, and demonstrate technical capability through a detailed Statement of Bidder's Qualifications. The project has a strict 90-consecutive-calendar-day completion timeline from the Notice to Proceed, with liquidated damages of $500 per day assessed for delays beyond the specified completion date.
The procurement is funded through the Community Development Block Grant Program and includes specific requirements for Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) participation, with minimum participation levels of 5% for MBEs and 3% for WBEs. Bidders must document certified minority and women-owned businesses from which they solicited or received quotes, and provide a detailed Section 3 Workforce Needs Table demonstrating their commitment to hiring local residents. Contractors must comply with federal prevailing wage requirements, E-Verify Program participation, and provide documentation of workmen's compensation insurance. Specific contractor qualifications include compliance with OSHA safety procedures, non-segregation certifications, and equal employment opportunity requirements. While no specific budget range is explicitly stated, the comprehensive documentation and federal grant funding suggest a significant capital improvement project with strict regulatory compliance expectations.
