About this opportunity
Palm Beach County Board of County Commissioners, Facilities Development and Operations Department is requesting sealed quotes on ballistic security window film installation for the State Attorney Public Defender's office under IFQ P-2026-000096, with quotes due October 8, 2026 at 2:00 p.m. A mandatory pre-bid meeting is required on August 11, 2026 at 10:00 a.m. at 421 3rd Street, West Palm Beach, Florida; attendance is a prerequisite for bid consideration. Small Business Enterprise (SBE) requirements apply to this solicitation.
The scope consists of installing ballistic security film on all first-floor windows of the State Attorney's Office. The solicitation specifies Clear Armor laminate products meeting ASTM F1233-21 (forced-entry resistance) and ASTM F3561-25 (active-shooter ballistics resistance) standards. Attached test documentation demonstrates that a Clear Armor 5/8-inch laminated glazing achieved Forced Entry-Physical Attack classification of Class 1.2 (Contraband) and Class 1.3 (Body Passage), and that Clear Armor fixed window assemblies with 15 mil laminate, 1/4-inch glass, and 31 mil laminate layup achieved a minimum forced-entry rating of Level 6 and resisted 5.56mm NATO ballistics fire at 3,362–3,467 feet per second. The product passed VOC emissions testing under California Department of Public Health Standard Method V1.2 with no formaldehyde or chronic-reference-exposure-limit VOCs detected above quantitation limits.
Contractor qualification is mandatory; qualification applications must be submitted at least 10 days prior to the October 8 bid deadline. Bonding requirements apply. Confidential building plans and drawings are available by direct contact with the County at FDO-CID-Bids@pbc.gov or (561) 233-0261. Addendum 3 extended the original September 17 deadline to October 8, 2026. All bidders must acknowledge receipt of Addendum 1, Addendum 2, and Addendum 3 and attach signed acknowledgments to their bids; failure to do so may result in disqualification.
