A mandatory 25 percent Small Business Enterprise (SBE) subcontracting goal applies; bidders unable to meet this goal must submit a waiver request with satisfactory documentation of good faith efforts.
Bidders must be qualified under the Annual Contract for Minor Construction Services, with qualification applications due at least 10 days before the bid deadline. The scope requires installation of ballistic window film (Clear Armor Bullet Resistant Laminate or approved equivalent) meeting UL 752 and UL 2A bullet resistance ratings, maintaining integrity without color changes, and resisting impact from handguns, blast forces, and environmental hazards. All work must be completed within 180 calendar days from the Notice to Proceed and is subject to CJI Facilities Background Check requirements and Florida Building Code compliance.
If the bid amount is $200,000 or more, bid security and public construction bond requirements apply. Liquidated damages of $180 per day apply for failure to achieve substantial completion within the contract timeframe. All bidders must submit completed OSBD Schedules 1 and 2 documenting subcontractor participation and execute a Nongovernmental Entity Human Trafficking Affidavit. Written questions must be submitted to FDO-CID-Bids@pbc.gov at least seven calendar days prior to the bid due date. Addendum 1, issued August 19, 2026, includes third-party testing documentation for Clear Armor; all prospective bidders must acknowledge receipt by signing and attaching the addendum to their proposal.
