About this file
This is an addendum to a bid document issued by the Board of County Commissioners, Palm Beach County, Florida, Facilities Development and Operations Department, Capital Improvements Division, for Project P-2026-000096 regarding the installation of ballistic window film for the State Attorney Public Defender facility. Addendum One was issued on August 19, 2026, and modifies the original bid documents. The addendum addresses a request from Precision Air Systems, Inc. regarding third-party testing documentation for the specified Clear Armor bullet-resistant laminate product. The bidder requested independent verification that the product meets referenced standards through testing. All prospective bidders are required to acknowledge receipt of this addendum by signing and attaching it to their bid proposal form, with failure to do so potentially resulting in disqualification.
In response to the information request, the Palm Beach County procurement office directed bidders to the Clear Armor website at www.clear-armor.com, specifically to the Government & Architects section under Certifications and Testing, for product documentation and standards verification. The addendum includes five attachments providing supporting technical information: a CA test report by Element, two Intertek reports for ASTM standards compliance, and two VOC (Volatile Organic Compound) testing reports for Clear Armor. Bidders seeking compliant alternate products must obtain and reference the appropriate third-party testing documentation demonstrating compliance with the specified standards.
