The contractor furnishes all equipment, labor, and materials for loading, hauling, and disposal; must operate Monday–Friday, 7:30 a.m. to 5:00 p.m.; and must dispose of materials within thirty days of town notification. Proof of disposal at a licensed or permitted facility must accompany each invoice. Work shall conform to the latest MassDOT Standard Specifications for Highways and Bridges.
The estimated contract value is $72,988 for one year, with the contract term running from execution through December 31, 2027, and possible extension if new contracts are not procured by that date, though no term including extensions shall exceed three years. Bidders price on a per-ton basis; estimated quantities are 750 tons of catch basin cleanings and 850 tons of street sweepings.
Massachusetts prevailing wage laws apply. Contractors must submit a 5% bid deposit (bid bond or certified check), performance bonds and labor and materials payment bonds each at 50% of estimated contract value, comprehensive general liability insurance ($2 million aggregate / $1 million per occurrence), automobile liability ($1 million), workers compensation as required, and excess liability ($2 million aggregate / $1 million occurrence). A 1% MAPC contract administration fee applies based on total invoiced amounts. All employees must complete 10 hours of OSHA-approved construction safety and health training before beginning work. Individual contracts will be executed between each municipality and the low bidder; municipalities reserve the right to accept or reject award recommendations.
