About this file

This is Addenda #1 to an Invitation for Bids (IFB) issued by the Metropolitan Area Planning Council (MAPC) on behalf of the South Shore Regional Services Consortium, representing twelve Massachusetts municipalities: Braintree, Cohasset, Duxbury, Hanover, Hingham, Hull, Marshfield, Milton, Norwell, Pembroke, Rockland, and Scituate. The solicitation seeks bids for debris disposal services under IFB SS 2027 PW2, specifically Item 11, which involves hauling and disposal of stockpiled street sweepings and catch basin cleanings from designated town locations to licensed disposal facilities. The estimated project quantities are 750 tons of catch basin cleanings and 850 tons of street sweepings. Sealed bids are due October 8, 2026 at 4:30 p.m. via CommBUYS, with public opening via Zoom. The contract term runs from execution through December 31, 2027, with possible extension if new contracts are not procured by that date, though no term including extensions shall exceed three years. Contractors must operate Monday through Friday, 7:30 a.m. to 5:00 p.m., and dispose of materials within thirty days of town notification.

This addendum clarifies that MassDOT prequalification of contractors with the classification of Hazardous Waste Remediation & Transportation is required for the project, with an estimated contract value of $72,988.00. Bidders who are not prequalified must request a waiver at least two weeks before the bid opening date. Bidders must price on a per-ton basis, and the estimated contract value covers one year of services. Massachusetts prevailing wage laws apply. Contractors must submit a 5% bid deposit, performance bonds and labor and materials payment bonds each at 50% of estimated contract value, comprehensive general liability insurance, automobile liability insurance, workers compensation, and excess liability coverage. A 1% MAPC contract administration fee applies based on total invoiced amounts. Individual contracts will be executed between each municipality and the low bidder, with municipalities reserving the right to accept or reject award recommendations.
