About this file
This is a Bid Price Form for Item 11 Debris Disposal services solicited by the Metropolitan Area Planning Council (MAPC) on behalf of the South Shore Regional Services Consortium, representing twelve Massachusetts municipalities: Braintree, Cohasset, Duxbury, Hanover, Hingham, Hull, Marshfield, Milton, Norwell, Pembroke, Rockland, and Scituate. The solicitation, designated SS 2027 PW2, requests hauling and disposal of stockpiled materials from designated town locations to licensed disposal facilities. The project encompasses two line items: disposal of catch basin cleanings (750 tons estimated) and disposal of street sweepings (850 tons estimated). Sealed bids were due October 8, 2026 at 4:30 p.m., submitted via CommBUYS with public opening conducted via Zoom. The contract term runs from execution through December 31, 2027, with possible extension if new contracts are not procured by that date, provided no term including extensions exceeds three years.
Bidders must price services on a per-ton basis for each debris type. The estimated total contract value is $72,988 for one year. Bidders must submit a 5% bid deposit (bid bond or certified check), performance bonds and labor and materials payment bonds each at 50% of estimated contract value, comprehensive general liability insurance with $2 million aggregate and $1 million per occurrence limits, automobile liability insurance of $1 million, workers compensation as required by law, and excess liability insurance with $2 million aggregate and $1 million per occurrence. MassDOT prequalification is mandatory; non-prequalified contractors may submit a waiver request at least two weeks before bid opening. The contractor must furnish all equipment, labor, and materials for loading, hauling, and disposal; operate Monday through Friday from 7:30 a.m. to 5:00 p.m.; and complete disposal within thirty days of town notification. A 1% MAPC contract administration fee applies to all invoiced amounts. All employees must complete 10 hours of OSHA-approved construction safety and health training before commencing work. Massachusetts prevailing wage laws apply. Individual contracts will be executed between each municipality and the low bidder, with municipalities retaining the right to accept or reject award recommendations.
