About this opportunity

The City of Green Cove Springs, Florida is requesting bids for the SRF Pine Ave Force Main Extension project, a wastewater infrastructure construction contract with proposals due September 3, 2026 at 3:00 p.m. The project is subject to federal Davis-Bacon labor standards, American Iron and Steel requirements, and Build America, Buy America (BABA) requirements — critical compliance filters for federal-funded infrastructure work.

Bidders must hold Florida Construction Industry Licensing Board licensure and demonstrate completion of a minimum of five similar projects within the past five years, each valued at $500,000 or more, with at least one project exceeding $1.5 million. A required site visit must be coordinated with Scott Schultz, Water Utilities Director, at (904) 297-7500 during normal working hours; a non-mandatory pre-bid conference is also available.

The scope encompasses approximately 10,500 linear feet of 16-inch fusible PVC force main (or Alternate 1: HDPE) installed via directional drilling across multiple streets within Green Cove Springs and Harold CDP, Clay County; Pump Station 2 collection system modifications; and limited decommissioning of the South Wastewater Treatment Facility. The bid structure is unit-price based, with final payment tied to actual quantities. A $100,000 allowance is included for South Wastewater Treatment Facility decommissioning activities. Substantial completion is required within 300 calendar days and final completion within 330 calendar days, with liquidated damages set at $1,000 per day for delays beyond substantial completion and $500 per day for final completion delays.

Bid security of 5 percent of the maximum bid price (base bid plus alternates) is required as a bid bond. Payment and performance bonds equal to 100 percent of contract value are due within ten days of award. Progress payments are made monthly at 95 percent of completed work value with 5 percent retainage. Subcontractor and supplier lists must be submitted within five days of bid opening. Proposals remain valid for 90 calendar days after opening. Engineering plans and specifications prepared by CPH Consulting, LLC are available through the City's e-Procurement Portal.
