About this file

This is a Bid Form for Construction Contract, modified per EJCDC C-410 standards, for the City of Green Cove Springs' SRF Pine Avenue Force Main Extension project in Florida. The project encompasses construction of approximately 10,500 linear feet of 16-inch fusible PVC force main installed via directional drilling, Pump Station 2 collection system modifications, and decommissioning activities for the South Wastewater Treatment Facility. The bid form includes 18 base bid line items with estimated quantities, including mobilization/demobilization, general conditions, PVC force main installation (120 LF of 12-inch and 2,890 LF of 16-inch open cut sections), directionally drilled mains in FPVC (270 LF of 12-inch and 7,130 LF of 16-inch DR 18), ductile iron fittings, gate valves, connection work, air release valves, locate wire boxes, insert valves, soil removal and replacement, concrete encasement, pavement removal and replacement across multiple surface types, audiovisual documentation, grassing and sodding, utility locating and coordination, and a $100,000 allowance for South Wastewater Treatment Facility decommissioning.

The bid form establishes a unit price structure wherein bidders provide individual unit prices for each line item, with final payment based on actual quantities rather than estimated quantities. Alternate 1 provides an option for HDPE force main substitution, replacing the base bid's directionally drilled FPVC mains with 14-inch (270 LF, DR 11) and 18-inch (7,130 LF, DR 11) HDPE pipe, along with adjusted ductile iron fittings quantities (23,500 LBS versus 20,500 LBS in the base bid). Bidders must acknowledge that each unit price includes adequate overhead and profit and accept the project's liquidated damages provisions as outlined in the Agreement. The contract requires work to be substantially complete within the calendar days or by the date specified in the Agreement, with final payment subject to the General Conditions terms.
