About this opportunity

The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, has issued Request for Bid (RFB) 105-26 for the procurement of spar buoy tops and bottoms for a one-time order of 125 units each. The State requires all items to be new, current model year products that meet or exceed specified technical requirements, with delivery required within 30 days of purchase order receipt to NH Marine Patrol at 31 Dock Road, Gilford, NH 03249. All items must be accompanied by a warranty covering parts, shipping, labor, travel, lodging, and expenses for not less than one year or the manufacturer's standard period, whichever is greater. Bidders must submit responses by March 16, 2026, at 11:00 AM Eastern Time via email to NH.Purchasing@DAS.NH.Gov, with the last day for submitting questions being March 12, 2026, and State responses provided by March 13, 2026. Award will be made to the responsible vendor submitting a conforming bid at the lowest cost, with evaluation criteria emphasizing firm pricing in U.S. dollars that includes all delivery costs with F.O.B. Destination pricing at no additional charge. The bid opening will be conducted via Microsoft Teams and is open to the public, and vendors should contact Bill Gosselin at 603-227-2125 prior to delivery.

Vendors must be registered to conduct business in New Hampshire and have a completed Vendor Application on file prior to award. The solicitation imposes no identified set-asides or restrictions on organizational types eligible to respond. The State reserves the right to reject any or all bids and requires compliance with environmentally friendly product standards, including the elimination of PVC or polystyrene where possible and notification if products contain mercury or PFAS. Products returned due to quality issues must be picked up by the vendor within ten business days at no cost, with no restocking or freight charges applied. Payment will be made via ACH within 30 days of invoice receipt at the agency business office or upon delivery, inspection, and acceptance, whichever is later. No incumbent vendors or existing budget values were disclosed in the procurement documents.
