About this opportunity

The Illinois Tollway Authority (ISTHA) is requesting quotes for a social and media monitoring platform and services on a one-year initial term, with quotes due May 20, 2026.

The platform must be the Meltwater Comprehensive Suite Platform or an approved equivalent, integrating media intelligence, social listening, social analytics, real-time alerting, anomaly detection, sentiment analysis, and geographic insights. The system must support up to five distinct users, monitor nationwide news sources, broadcast media, social media, Reddit, and video broadcasts, and deliver alerts via email, mobile notifications, and Microsoft Teams. Mobile access via iOS devices is required, as is foreign-language search capability and dashboard visualization. The vendor must provide a dedicated account manager, 24/7/365 live chat support, and unlimited training included in the subscription fee. Copyrighted articles and information within the platform may be distributed to ISTHA staff, board members, and colleagues at no additional cost for the lifetime of the contract.

Pricing shall be submitted as a single flat contract fee with no variable costs permitted for translation, archiving, data storage, reporting, or folder limits. All quoted prices must remain valid for 180 days from submission. If the vendor quotes a lower price after submission, ISTHA must receive that lower price. The anticipated contract start date is June 16, 2026, or upon final signature, whichever is later. No renewal options are available.

The contract is contingent upon funding availability from the Illinois General Assembly or applicable federal sources. Vendor certifications under the State of Illinois Standard Certifications form are mandatory and establish compliance requirements covering criminal history, financial standing, employment practices, tax remittance, drug-free workplace standards (if 25+ employees and contract exceeds $5,000), equal employment opportunity, environmental law compliance, cybersecurity, IT accessibility standards, and Illinois procurement code provisions. All subcontractors must include identical certifications. The contract may be terminated for cause immediately or for convenience with 30 calendar days' written notice. Invoices must be submitted within 15 business days of contract execution and include attestation of compliance with Illinois tollway statutory standards per 605 ILCS 10/16.1.
