This is a Request for Quote (RFQ) issued by the Illinois Tollway for a cloud-based social and media monitoring platform and services. The Illinois Tollway seeks a vendor to provide the Meltwater Comprehensive Suite Platform or an approved equivalent that integrates media intelligence, social listening, social analytics, and related capabilities. The platform must support up to five users with distinct sign-on credentials and accommodate monitoring and reporting across nationwide news sources, broadcast media, social media, Reddit, and video broadcasts. The platform must deliver real-time alerts via email, mobile notifications, and Microsoft Teams; provide anomaly detection; support foreign language searches; enable mobile access via iOS devices; and include dashboard visualization, sentiment analysis, and geographic insights. The contract term is one year with an anticipated start date of June 16, 2026, or upon the last dated signature, whichever is later. No renewal options are available. The vendor must submit quotes via BidBuy by the deadline specified in that system. All quoted prices must remain valid for 180 days from submission, and no price increases are permitted.
Pricing shall be submitted as a single contract fee with no variable costs for translation, archiving, data storage, reporting, or folder limits. The Illinois Tollway must receive the lowest price if a price decrease occurs after submission. The selected vendor shall provide a dedicated account manager, 24/7/365 live chat support, and unlimited training as part of the subscription fee. Articles and information copyrighted within the platform may be distributed to staff, board members, and colleagues at no additional cost for the lifetime of the contract. Invoices must be submitted within fifteen business days of contract execution and include attestation compliance with statutory standards per 605 ILCS 10/16.1. The contract may be terminated for cause immediately upon notice or for convenience with thirty calendar days' written notice. The contract is contingent upon the availability of funds from the Illinois General Assembly or applicable federal funding sources.
