About this opportunity

The City of Brownsville is soliciting a Request for Qualifications (RFQ) for consultant services to prepare a comprehensive planning and policy study for the Southmost area corridor. This procurement seeks qualified firms to evaluate existing corridor conditions, community needs, and applicable regulations while developing implementation-ready recommendations that preserve neighborhood character, support compatible reinvestment, enhance multimodal connectivity, and improve public realm infrastructure. The scope of work encompasses ten major tasks: project initiation, existing conditions analysis, policy and regulatory review, public engagement, vision and corridor framework development, transportation and design alternatives, land use and economic development recommendations, environmental and resiliency strategies, overlay and zoning recommendations, and final report with implementation strategy. Minimum qualifications require respondents to possess at least five years of relevant experience, completion of at least three comparable projects within the past five years, authorization to conduct business in Texas, appropriate professional licenses, a designated Project Manager with relevant credentials, and demonstrated financial and legal standing with no debarment or contract defaults. Respondents must maintain commercial general liability insurance of $1,000,000 and professional liability coverage of $1,000,000. Evaluation will be conducted on a 100-point scale assessing qualifications and reputation (35 points), quality of proposed methodology and services (30 points), staffing and key personnel availability (20 points), and Statement of Qualifications responsiveness (15 points). The pre-submittal meeting is scheduled for April 20, 2026 at 10:00 A.M. CT via Microsoft Teams, with questions due by April 21, 2026 at 3:00 P.M. CT, and SOQ submissions due April 30, 2026 at 3:00 P.M. CT via the City's Bonfire portal. Potential interviews are scheduled for May 26-29, 2026, and the resulting contract shall commence upon City Commission award for a project duration not to exceed nine months, with optional month-to-month extensions not exceeding three additional months, subject to fund availability.

The City of Brownsville has designated the Southmost Area Corridor Study as a procurement subject to the State of Texas Statewide HUB Program; if the Procurement Department determines that subcontracting opportunities are probable, a HUB Subcontracting Plan becomes a required element of the contract, and respondents are directed to access the Texas HUB Program database to identify eligible Historically Underutilized Business subcontractors in Cameron County. Respondents must submit comprehensive compliance documentation including a Proposal Acknowledgment and Authorized Contact Information form, Non-Collusion Affidavit, Conflict of Interest Statement, Texas Ethics Commission Certificate of Interested Parties (Form 1295), Respondent's Statement of Organization with non-debarment certification, Disclosure of Interest form, Litigation Disclosure form covering the past five years, professional references (minimum three comparable projects), and a Proposed Deviations form if applicable. No pricing or cost information should be submitted with qualifications statements, as cost proposals will be requested only during negotiations with the highest-ranked firm in accordance with Texas Government Code Chapter 2254. The contract is funded with local general funds; no specific budget range or award value is publicly stated in the solicitation documents. The City of Brownsville reserves the right to award to a single respondent or multiple respondents to establish a qualified vendor pool and may reject any or all submissions, waive informalities, or re-advertise. Respondent SOQs must maintain validity for 90 days following submission and may not be withdrawn after the deadline except as permitted by law.
