About this file
This is a Historically Underutilized Business (HUB) submittal requirements document issued by the City of Brownsville Procurement Department in October 2025 for Fiscal Year 2026. The document outlines the City of Brownsville's policy to promote and encourage contracting and subcontracting opportunities for Historically Underutilized Businesses in all contracts by adopting the State of Texas Statewide HUB Program, which is administered by the Texas Building and Procurement Commission. The related contract opportunity involves consultant services for the Southmost Area Corridor Study and Policy Initiative, which requires an evaluation of corridor conditions, community needs, and applicable regulations to produce implementation-ready recommendations for neighborhood preservation, compatible reinvestment, safer multimodal connectivity, and targeted public realm improvements.
If the Procurement Department determines that subcontracting opportunities are probable for the Southmost Area Corridor Study contract, a HUB Subcontracting Plan becomes a required element of the contract. Bidders and contractors are directed to access the Texas HUB Program database through the provided link and select Cameron County to conduct HUB searches and identify eligible subcontractors. No specific pricing terms, award dates, contract duration, or other financial details are outlined in this requirements document, as it serves primarily as procedural guidance for HUB participation in City of Brownsville contracts.
