About this opportunity

The City of South Salt Lake is issuing a Request for Proposals (RFP) for comprehensive brand strategy development and execution services for its Downtown District. The procurement encompasses four primary components: downtown research and discovery (including stakeholder interviews and SWOT analysis), brand development (visual identity system and brand guidelines), brand strategy formulation (with implementation roadmap), and presentation and adoption to City Council. Key deliverables include a unified brand identity toolkit, brand standards manual, campaign concepts, implementation plans, and final presentation materials to be completed over a 4-6 month project timeline. Proposers must demonstrate proven experience in community branding strategy development, successful collaboration with municipal stakeholders, and a documented track record of meeting project deadlines. The City will evaluate submissions based on understanding of project objectives, relevant qualifications and experience, timeline and budget alignment, and detailed fee structure with cost breakdown. An optional pre-proposal meeting will be held virtually on Thursday, May 14, 2026, at 11:00 a.m. MST, with RSVPs required 24 hours in advance to jdiersen@sslc.gov. Proposals must be submitted as a single PDF document not exceeding 10 pages by Friday, May 29, 2026, at 5:00 p.m. MST, either through the Utah Public Procurement Portal (UP3) or via email to aandrus@sslc.gov, with proposal selection anticipated by Friday, June 12, 2026, and contract execution by July 1, 2026.

The RFP documentation does not specify set-aside designations or restrictions limiting organizational eligibility, nor does it identify any disadvantaged enterprise requirements or incumbent vendors. The selected service provider will function as an independent contractor and must maintain appropriate insurance coverage, including workers' compensation and liability insurance with the City named as an additional insured. All deliverables, designs, and documentation produced become the property of the City upon payment. The total project budget is $75,000, which must cover all professional services, materials, travel, and deliverables. Proposers must submit organizational information, a minimum of three professional references with contact information, a detailed project approach with timeline, and a comprehensive budget itemizing labor, travel, lodging, insurance, and materials. The City reserves the right to reject all submissions, waive any informality, or decline to award a contract following the submission deadline, and assumes no responsibility for proposals delivered incorrectly or failure to receive submissions through designated channels.
