About this opportunity

Palm Beach County's Facilities Development and Operations Department is requesting bids on painting the entire South Region Operations Center complex under IFQ P-2026-000067, with bids due July 9, 2026 at 2:00 p.m. and a mandatory pre-bid conference on June 18, 2026 at 10:00 a.m. at the SROC facility (13026 Jog Road, Delray Beach, Florida). Certified Small Business Enterprise (SBE) participation is mandatory under Palm Beach County's Small Business Development Program, with SBE price preference provisions granting award to certified SBE bids within 10% of the lowest non-SBE bid.

The scope covers surface preparation, priming, and painting of 10 buildings (K, L, N, O, P, Q, R, M, T, W), exterior doors, rollup doors, chiller enclosure, monument sign, bollards, fire backflow piping, and light poles in multiple colors (Mississippi Mud, Cedar Key, Indian Gray, Safety Yellow, and Safety Red). Work includes pressure cleaning of concrete slabs and walkways, and removal and replacement of deteriorated caulking with urethane caulking. All materials must meet or exceed Florida Building Code standards and comply with Tnemec Coatings Inc. specifications, including dry film thickness and application procedures. Badged employees must satisfy Critical Facilities and CJI Background Check requirements.

The contractor must achieve substantial completion within 210 calendar days from Notice to Proceed, with liquidated damages of $180 per day for delay. Bid security of 5% of the bid price is required for bids of $200,000 or more, and a performance bond of 100% of the contract value is due within 14 days of award. The contractor must furnish unopened 5-gallon pails of each concrete coating topcoat color and small kits of finish coat colors upon completion, and provide daily progress and environmental condition reports. Warranty covers all materials, equipment, and labor for 12 months from substantial completion, with painted surfaces warranted for a minimum of five years.

Prospective bidders must acknowledge receipt of Addendum One, Addendum Two, and Addendum Three (issued June 25 and June 29, 2026) in writing and attach them to their bid proposals; failure to do so may result in disqualification. Access to complete bid documents and plans requires execution of a Non-Disclosure Agreement complying with Florida Public Records Law.
