About this opportunity
Palm Beach County, Florida is seeking to establish a pre-qualified vendor list for painting services through a Request for Pre-Qualification (RPQ) on a term contract basis. The solicitation encompasses interior, exterior, and combination painting services, along with surface treatment including cleaning and preparation, surface repair including caulking and patching, and priming and paint application in accordance with manufacturer specifications and applicable codes at various County locations, including the Glades area. The initial pre-qualification submission deadline is May 1, 2025, at 4:00 p.m., with provisions allowing new vendors to submit at any time thereafter for evaluation and addition to the pre-qualified list. Individual projects shall not exceed $99,999, with projects at or exceeding the mandatory bid amount of $150,000 to be separately solicited through formal competitive sealed bid processes. The contract term is sixty (60) months or until estimated funding is expended, with an anticipated contract value of $6,951,000 during this period. Vendors must meet minimum insurance requirements of $500,000 per occurrence for general liability and business auto liability for standard projects, with higher limits of $1,000,000 required for airport non-tarmac projects and $5,000,000 for airport tarmac-side work. Qualified vendors must provide evidence of current painting contractor licensure, maintain required insurance throughout the contract term, register in the County's Vendor Self-Service system, and comply with criminal history records check requirements for work at designated critical facilities and Palm Beach International Airport.
The solicitation applies Small Business Enterprise (SBE) affirmative procurement initiatives with a price preference providing that certified SBE bids within ten percent (10%) of the lowest non-small business bid shall be awarded at their bid price. A local preference of five percent (5%) is available to vendors with a permanent place of business in Palm Beach County or the Glades, verified through a current Business Tax Receipt. The contract is funded through Palm Beach County appropriations with no federal funds noted as the primary source. Pricing for individual projects will be quoted on an as-needed basis with prices remaining firm for ten (10) days from submission or other time specified. No mandatory site inspection or bidders conference is specified; however, site inspections may be required on a project-by-project basis prior to quote submission. Amendment #2, executed on April 7, 2026, modifies the terms of the original pre-qualification contract, potentially updating requirements and conditions for vendors seeking to provide painting services, with all vendors required to comply with the updated terms outlined in the amendment to maintain their pre-qualified status.
