About this opportunity

Palm Beach County's Facilities Development and Operations Department is requesting quotes and bids for painting and weatherproofing services at the South Region Operations Center (SROC) in Delray Beach, Florida, with bids due July 9, 2026 at 2:00 p.m., and a mandatory pre-bid meeting on June 17, 2026 at 10:00 a.m. A certified Small Business Enterprise (SBE) bid within 10 percent of the lowest non-SBE bid will be awarded the contract under the SBE Price Preference for Single Trade Construction. Contractors must be qualified under Palm Beach County's Annual Contract for Painting & Weatherproofing and must submit qualification applications at least 10 days before the bid due date.

The scope encompasses preparing, priming, and painting 10 building exteriors (K, L, N, O, P, Q, R, M, T, W) in a five-color scheme specified by Tnemec Coatings Inc., along with doors, frames, bollards, light poles, monument signage, and containment walls. Work includes pressure cleaning concrete slabs and walkways, removing and replacing deteriorated caulking with urethane sealant, and repairing holes and cracks. Contractors must demonstrate at least 10 years in business under the same company name and three comparable projects completed within the past three years using Tnemec products. A 12-month warranty on equipment, materials, and labor and a minimum five-year warranty on painted surfaces are required.

Work must be substantially completed within 210 calendar days from Notice to Proceed, with liquidated damages of $180 per day for failure to meet this deadline. All work must be performed Monday through Friday between 7:00 a.m. and 5:00 p.m. Bids of $200,000 or more require bid security set at 5 percent of the bid amount and a public construction bond at 100 percent of the work order amount. Confidential building plans require execution of a Non-Disclosure Agreement prior to bid preparation. Addendum Two, issued June 25, 2026, clarifies building scope and exclusions; prospective bidders must acknowledge both Addendum One and Addendum Two in their bid proposals.
