About this opportunity

Palm Beach County Facilities Development & Operations Department (Capital Improvements Division) is requesting sealed bids for painting and weatherproofing services at the South Region Operations Center (SROC) complex in Delray Beach, Florida, with bids due July 9, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on June 18, 2026 at 10:00 a.m. Contractors must be pre-qualified under Palm Beach County's Annual Contract for Painting & Weatherproofing, with qualification applications due at least 10 days before the bid date. An SBE price preference applies — certified SBE bids within 10% of the lowest non-SBE bid will be awarded the contract, and bidders must submit OSBD Schedules 1 and 2 documenting subcontractor participation and SBE involvement.

The scope includes preparation, priming, and painting of multiple buildings (K, L, N, O, P, Q, R, M, T, W), exterior doors, rollup doors, bollards, piping, light poles, and monument signage according to Tnemec Coatings specifications. Work also includes pressure cleaning concrete slabs and walkways, removing and replacing deteriorated caulking with urethane caulking, and repairing holes and cracks to ensure weather-tight integrity. Project completion is 210 calendar days from Notice to Proceed, with liquidated damages of $180 per day for failure to achieve substantial completion within that timeframe.

Bidders must demonstrate 10 or more years in business and three comparable projects completed within the past three years using Tnemec products, and must conduct a pre-application meeting with the manufacturer's representative three weeks before coating application begins. Bid security of at least 5% of the bid price is required for bids of $200,000 or more. Successful bidders must furnish a Public Construction Bond equal to 100% of the work order within 14 calendar days of notification. All bidders must comply with commercial non-discrimination policies and submit a Human Trafficking Affidavit. Addendum One has been issued and must be acknowledged with the bid submission. The Living Wage Ordinance does not apply. Confidential building plans are available only through direct contact with the department at FDO-CID-Bids@pbc.gov or (561) 233-0261.
