The scope encompasses all labor, materials, tools, and equipment to repair and improve storm drain infrastructure and build an access road to an existing basin. Work includes storm water pollution prevention planning, clearing and grubbing, drainage pipe installation, concrete pipe anchors, outfall and inlet structures, low-flow bypass piping, approximately 7,076 square feet of access road with road base and recycled concrete materials, approximately 2,024 square feet of rip-rap channel work, approximately 954 square feet of concrete pathways, and concrete bollards with chain gates. Contractors must protect existing utilities, curb and gutter, golf cart paths, overflow drainage systems, and private sprinkler systems, and restore lot line fences and walls to the right-of-way line. The golf course remains open during construction.
Work must commence within 10 days of the Notice to Proceed and be completed within 90 calendar days. Liquidated damages are assessed at $1,000 per day for late completion beyond 90 days and $1,000 per day for punch list items remaining incomplete after 30 days following final inspection. A 5% bid bond is required; performance and payment bonds are each required at 100% of the contract price. An 18-month warranty from project acceptance applies, with contractors obligated to correct deficiencies at no cost to the city. Contractors must submit a Storm Water Pollution Prevention Plan within five days of the Conditional Notice to Proceed.
Contractors are responsible for utility location marking via Blue Stakes before beginning work and for construction staking. Working hours are 7:00 A.M. to 10:00 P.M., Monday through Saturday. Questions are due by 5:00 PM on October 27, 2026 through the Utah Public Procurement Place (U3P) website. Award requires Draper City Council approval.
