About this opportunity

The State of Maine Department of Environmental Protection is requesting quotes for sorbent pads and booms under an annual master agreement with quotes due August 22, 2012, and awards made to the lowest responsible bidder offering best value.

The scope comprises two product lines: oil-only absorbent pads measuring 15 by 19 inches, packaged in bales of 100 pads with minimum absorption capacity of 25 gallons per bale; and oil-only absorbent booms measuring 5 inches in diameter by 10 feet in length, packaged with 4 booms per bale with minimum absorption capacity of 30 gallons per bale. Both products must be shrink-wrapped and palletized without exceeding 8 feet in height. Bidders must submit sample pads and booms at their own expense for departmental testing on volume absorbed, absorbency speed, oil retention, water refusal, and abrasion resistance. Universal (non-oil-specific) absorbent products will not be accepted. Descriptive literature and minimum order sizing information are required with each bid.

The estimated annual contract value is approximately $20,000, though actual value will reflect quantities ordered during the term. The contract runs for one year from award with the possibility of two additional one-year extensions at the Director of Purchases' discretion with contractor consent. All pricing must be firm throughout the contract duration and include all transportation charges with FOB destination terms. Deliveries must be made to any of three Maine DEP Response Warehouse locations in Bangor, Augusta, or Portland with 24-hour advance notice required prior to delivery. Unit prices must exclude federal and Maine state sales and use taxes; cash discounts of less than 20 days will not be considered in awards. Vendors must accept the State of Maine Procurement Card with no surcharges. Bidders must indicate their willingness to extend contract pricing to Maine political subdivisions and school districts, either unconditionally, with conditions, or not at all. In case of tie quotes, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
