About this opportunity

Orlando Utilities Commission is soliciting statements of qualifications for prequalification of contractors for Fern Creek Underground 230kV Transmission Line and Water Main Civil Construction Services, with SOQ responses due August 11, 2026 at 2:00 p.m. EST. This is a prequalification stage; the RFP is expected in mid to late August 2026 following announcement of qualified firms.

The scope encompasses civil construction for underground transmission line ductbank installation (approximately 4,975 feet, eight 8-inch conduits, two 4-inch conduits, and two 2-inch conduits with power cables and communications innerducts), three splice vaults, two communication handholes, and replacement of approximately 3,000 linear feet of water mains along Fern Creek Avenue including fire hydrants, isolation valves, and cathodic protection. Roadway restoration requires historically designated brick paver replacement in the historic district and asphalt restoration elsewhere. OUC seeks a single prime contractor; firms with primary electrical transmission expertise may use an OUC-preapproved water main subcontractor (Carr & Collier, Inc.; Prime Construction Group, Inc.; Sanpik, Inc.; or Schuller Contractors, Incorporated) or their own water main subcontractor, provided the prime maintains all coordination responsibility.

Minimum qualifications include seven years in business, Florida licensure, $30 million bonding capacity, three or more similar projects as lead prime within the past seven years, an OSHA Experience Modification Rate of 1.0 or less (2023-2025), and project managers and superintendents with seven years' experience on similar projects. Insurance requirements include General Liability ($5 million), Auto Liability ($1 million with MCS-90), statutory Workers' Compensation, and Pollution Liability ($5 million). Responses scoring below 2.0 out of 5.0 in any evaluation category or below 3.0 overall will not prequalify. Automatic disqualification applies to late submissions, inadequate licensing, bonding, insurance, OSHA EMR exceeding 1.0, or deficient project references.

The total project estimate is $25 million. Work is anticipated to begin in first quarter 2027. Questions are due July 23, 2026. Addendum 2 was issued July 22, 2026. Contact Rob McCarty, Buyer of Record, at rmccarty@ouc.com or 407-434-3101.
