This Statement of Qualifications (SOQ) document is issued by the Orlando Utilities Commission (OUC), a municipal electric and water utility serving Orlando, Florida and portions of Orange County, for the prequalification of firms interested in the Fern Creek 230kV Underground Transmission Line and Water Main Civil Construction Services project. The solicitation seeks to establish a list of qualified contractors eligible to submit proposals under a subsequent Request for Proposal (RFP) expected to be issued in mid to late August 2026. The project scope encompasses civil construction services including underground transmission line ductbank installation (approximately 4,975 feet from station 61+25 to 111+00), three splice vaults, two communication handholes, and replacement of approximately 3,000 linear feet of water mains along Fern Creek Avenue. Work also includes roadway restoration involving historically designated brick roads. The pre-response conference is scheduled for July 7, 2026 (not mandatory), with questions due by July 14, 2026. An addendum is expected to be issued on July 21, 2026, and SOQ responses are due by July 24, 2026 at 2:00 PM EST. Target prequalification announcement is August 14, 2026. Work is anticipated to begin in the first quarter of 2027 following contract execution. Direct inquiries should be addressed to Rob McCarty, Buyer of Record, at 407-434-3101 or rmccarty@ouc.com.
Minimum respondent qualifications include seven years in business performing similar work, adequate bonding capacity of $30 million or greater, proper Florida licensure, three or more similar projects completed as lead prime contractor within the past seven years, an OSHA Experience Modification Rate (EMR) of 1.0 or less over the past three years (2023-2025), and project managers and superintendents with seven years' experience on similar projects. Firms must meet all insurance requirements, maintain a formal quality and health and safety program, and submit responses electronically through VendorLink. Evaluation criteria include qualifications and experience, project manager and superintendent qualifications, responsiveness to requirements, safety and quality programs, and financial soundness. Responses scoring below 2.0 out of 5.0 in any category or below 3.0 overall will not be considered qualified. Automatic disqualification applies to responses submitted after the deadline, firms with unacceptable financial or legal risk profiles, inadequate insurance or bonding capacity, improper licensing, or OSHA EMR scores exceeding 1.0. All submission costs are the responsibility of respondents, and responses will become public records subject to Florida's Public Records Law, with provisions for claiming trade secret exemptions.

C. These specifications cover the furnishing and installation of the ductbank, splice vault, and handhole infrastructure for Base Bid F (Fern Creek). Base Bid F (Fern Creek) infrastructure begins at approx. STA 61+25 to STA 111+00.
D. The new cable system shall consist of cross-linked polyethylene cables pulled into a concrete encased ductbank system, primarily installed via open cut trenching techniques. Below grade vaults will be positioned along the route accordingly, for cable pulling and splicing. The system has a required ampacity of 2100 A (836 MVA). From STA 61+25 to STA 111+00, the distance for the circuit installation is approximately 4,975 feet (0.94 miles). The Contractor is to provide miscellaneous materials and services to complete the installations as specified herein and in accordance with the Orlando Utilities Commission contract documents. a. The duct bank shall consist of eight (8) eight-inch (8”) diameter conduits, two (2) four-inch (4”) diameter conduits and two (2) two-inch (2”) diameter conduits. Six
(6) of the eight-inch (8”) conduits will each contain a single XLPE-insulated power cable and the remaining two (2) shall be a spare. The two (2) four-inch (4”) conduits will each contain three (3) HDPE SDR-9 innerducts for communications and the two
(2) two-inch conduits will each contain a Ground Continuity Conductor.
2. There are three (3) splice vaults along the route.

b. Splice vault 4, at STA 96+00
3. There are two (2) communication handholes along the route.
B. The installation of ductbank before STA 61+25 and after STA 111+00 are part of a separate contract. Ductbank installation between splice vaults shall not be constructed prior to installation of any splice vault. The Contractor is to tie into the already installed ductbank sections at both ends.
C. This project is being designed and constructed in conjunction with the Orlando Utilities Commission’s Water Department. Coordination with the Orlando Utilities Commission’s Water Department is required.
D. The City of Orlando is currently working on improvements to sanitary facilities along the project corridor; this work is expected to be completed before mobilization.
