About this file
This is Addendum 2 to a Statement of Qualifications (SOQ) issued by the Orlando Utilities Commission (OUC) in Florida for prequalification of contractors to perform civil construction services for the Fern Creek 230kV Underground Transmission Line and Water Main project. The SOQ seeks a single prime contractor experienced in both transmission line construction and water main civil construction, with preference given to firms that have successfully delivered multiple projects in both disciplines either jointly or independently. OUC clarified that firms with primary expertise in electrical transmission work may utilize a subcontractor for the water main scope, provided the prime contractor maintains all responsibility for coordination and communication. Alternatively, prime contractors may select from an OUC-preapproved list of water main contractors including Carr & Collier, Inc., Prime Construction Group, Inc., Sanpik, Inc., and Schuller Contractors, Incorporated. The total project estimate is $25 million. Responses are due by 2:00 p.m. EST on August 11, 2026, with the deadline for submitting questions set at July 23, 2026. Overhead and electrical installation work will not be included in this solicitation; overhead will be handled through existing master agreements, and electrical work for underground cable installation will be bid separately once all civil segments are completed.
All items listed in the Statement of Qualifications Checklist are required as part of the response submission, including the experience excel documentation in Tab 3. Respondents must note receipt of Addendum 2 in their submissions or risk having their response deemed non-responsive. Communications concerning the SOQ are restricted to the buyer of record, Rob McCarty, Sr., at rmccarty@ouc.com or 407-434-3101. For road restorations involving historical brick work, OUC will provide a list of prequalified subcontractors from which the prime proposing firm must select, as applicable to the future RFP following this prequalification process.

SOQ26 9357 OQ
Préqualification for Fern Creek 230kV Underground Transmission Line and Water Main Civil Construction Services
ADDENDUM 2
DATED: July 22, 2026
SOQ26 9357 OQ has been amended as stated below (or on the following page).
In your Response submittal, you MUST note that Addendum 2 was received OR YOUR RESPONSE MAY BE CONSIDERED NON- RESPONSIVE. If additional information is required regarding this SOQ, please feel free to contact the buyer of record at rmccarty@ouc.com. Thank you for your participation in this SOQ.
Questions and Responses
Question 1. Would we be eligible to prequalify for only the transmission construction scope, or is it required that firms be qualified to perform all of the listed scopes?
Response 1: OUC is seeking a single prime contractor experienced to handle both scopes.
OUC’s prefers a prime respondent that can demonstrate having successfully delivered multiple projects for similar Electric and Water Mains either together as one project, or independently. If an interested respondent is unable to demonstrate having direct past experience as a lead entity in all scope areas, the lead responding entity shall at least demonstrate having direct experience as a lead entity responsible for similar or greater Electrical scopes of a similar nature. In such a case the prime may be considered by providing a subcontractor with all required qualifications of their own independent selection for the Water Main scope. Firms that have the required experience as a Prime contractor for the Electrical scope but lack direct experience with managing Water Main scope may choose to use a subcontractor of their choosing and provide the qualifications for the Water Main subcontractor using the Water Main qualifications tab B-3 of Attachment E Qualifications Fill In Forms. Given the largest proportion of the work is for the Electrical scope the prime responding firm shall demonstrate having direct experience in managing and successfully delivering past projects of similar size and nature as specified in the SOQ documents.
Alternatively, the prime respondent demonstrating the necessary experience for the Electrical scope may utilize an OUC preapproved Water Main Contractor as a subcontractor. In either case the prime respondent shall be responsible for handling all communication, tracking, submittals, etc.…

For convenience OUC is providing a list of firms OUC considers having necessary qualifications for Water Main as a prospective subcontractor for that scope. OUC accepts no responsibility or liability associated with any subcontractor’s performance or otherwise. All responsibility and liability shall remain with the Prime responding firm.
Water Main Contractor’s OUC considers to be prequalified to perform the Water Main Civil Construction Services are as follows in no particular order:
Carr & Collier, Inc., Prime Construction Group, Inc., Sanpik, Inc., Schuller Contractors, Incorporated.
Question 2: The SOQ package includes qualification sections for both Underground Transmission Line construction and Water Distribution Construction Services. Will OUC accept a respondent’s SOQ for only the Water Main Civil Construction Services portion, or must each respondent demonstrate qualifications for both the 230kV underground transmission civil work and the water-main work?
If a respondent is strong in water-main civil construction but does not self-perform 230kV underground transmission civil infrastructure, may the respondent satisfy the transmission qualification section through a named specialty transmission civil subcontractor/partner and include that firm’s references/resumes in Tab B-2?
Response 2: Refer to response 1 above.
Question 3: What is the Budget Estimate for the Project?
Response 3: Total estimate for the project is $25 million
Question 4: Will Overhead and Electrical be part of this project or solicited separately in the future for the project?
Response 4: Overhead and electrical will not be part of the RFP for this segment of the project.
Overhead will be handled through Contractors under existing Master Agreements possibly in conjunction with OUC Crews. The Electrical for UG cable and installation will be bid out once all segments have been installed over the entire project as one complete package.
Question 5: Can you please advise on whether we need to include any of the areas listed in the Statement of Qualifications Checklist. There is nothing checked off which leads me to believe that those areas will not be required though what gives us pause is that Tab 3 is also not checked off which talks about the experience excel, so we want to make sure that only the filled out excel is what is required.
Response 5: All items in the check list are required. That represents the checklist for the form responding. It represents the content and order of assembly for the response by each responding firm. This was explicitly covered in the Pre Response Teams Conference.
Clarification 1: OUC expressed for the portion of the Road Restorations that is to be historical brick that OUC would be providing a list of prequalified companies that the prime proposing firm is to select from as a subcontractor to the qualified prime proposing firm’s that would be submitting a proposal for in response the future pending RFP following this prequalification process. .
Note: There shall be no communication between the respondent, their employees or subcontractors concerning this SOQ to anyone within OUC except the buyer of record. Responses are due by 2:00 p.m.
EST. August 11, 2026. The last day for submitting questions is July 23, 2026.
Sincerely, Orlando Utilities Commission Rob McCarty, Sr. Buyer Ph# 407-434-3101 Fax 407-434-5088
