About this file

This is a Letter of Qualification Status from the Orlando Utilities Commission (OUC) notifying firms of their prequalification status for the Fern Creek Underground 230kV Transmission Line and Water Main Civil Construction Services project (SOQ26 9357 OQ). The project encompasses civil construction services including underground transmission line ductbank installation spanning approximately 4,975 linear feet with eight 8-inch conduits, two 4-inch conduits, and two 2-inch conduits, along with three splice vaults and two communication handholes. Additionally, the scope includes replacement of approximately 3,000 linear feet of water mains along Fern Creek Avenue with associated fire hydrants, isolation valves, and cathodic protection, as well as roadway restoration requiring historically designated brick paver replacement in the historic district and asphalt restoration elsewhere. The SOQ submission deadline was August 11, 2026 at 2:00 p.m. EST, with the subsequent RFP anticipated in mid to late August 2026. Work is expected to commence in the first quarter of 2027. Four firms have been determined as qualified to bid on the future RFP: CWA Environmental Services LLC (dba CWA Enterprises), Development of Central Florida, Ferreira Construction Co Inc., and Haugland Energy Group, LLC.

The total project estimate is $25 million. OUC seeks a single prime contractor with minimum qualifications including seven years in business, Florida licensure, $30 million bonding capacity, three or more similar projects as lead prime within the past seven years, an OSHA Experience Modification Rate of 1.0 or less, and project managers and superintendents with seven years' experience on similar projects. Insurance requirements include General Liability ($5 million), Auto Liability ($1 million with MCS-90), statutory Workers' Compensation, and Pollution Liability ($5 million). Firms with primary electrical transmission expertise may engage OUC-preapproved water main subcontractors or their own approved subcontractors, provided the prime contractor maintains all coordination responsibility.
