The evaluation criteria emphasize past project experience completed within the last seven years, with preference for projects of at least 100kV or greater, minimum half-mile length with splicing in manholes, open cut trenching methodology with trench boxes, and at least one project demonstrating micro-tunneling construction technique experience. Project team members must provide resumes demonstrating a minimum of seven years of industry experience with similar project types.

Minimum insurance requirements include General Liability of $5 Million, Auto Liability of $1 Million with MCS-90 Endorsement Coverage, statutory Worker's Compensation, and Pollution Liability Coverage of $5 Million, with additional insured provisions and waiver of subrogation required for all coverage types except Workers Compensation. Contractors must demonstrate minimum bonding capacity of $30 Million for Payment and Performance Bonds with documentation from a qualified surety.
