About this opportunity

The state of Illinois Department of Healthcare and Family Services (HFS) is issuing a sole source contract change order to Maximus US Services, Inc. to meet the ongoing and updated requirements of the Williams and Colbert Consent Decrees. The contract change order will add two key components to Maximus' existing Preadmission Screening and Resident Review (PASRR) services: Continued Stay Reviews to track Specialized Mental Health Rehabilitation Facility (SMHRF) residents' discharge plans and community connections, and Dementia Assessments to identify Cook County Nursing Facility (CCNF) residents with severe dementia who may not be required to receive transition services under the Colbert Decree. These assessment services are critical to the state's compliance with the consent decrees, which mandate the transition of eligible individuals with mental illness from institutional to community-based settings. The state will seek to amend Maximus' existing PASRR contract to incorporate these new requirements.

Maximus is the sole economically feasible source for these services, as they already provide the core PASRR assessment services and have the necessary infrastructure, experience, and relationships to integrate the new components seamlessly. The total estimated value of the initial term and two 36-month renewal options is $63,290,344. There are no set-aside designations or restrictions on the type of organization that can respond, as this is a sole source procurement. Maximus is the incumbent contractor for the existing PASRR services contract.
