About this opportunity

The Department of Hawaiian Home Lands (DHHL) is requesting proposals for installation of seven solar charging workstations at library locations across Hawaii and the DHHL Molokai District Office under RFP-26-HHL-012, with proposals due July 31, 2026 at 5:00 PM HST and a pre-offer conference on July 15, 2026 at 10:00 AM HST. The project is federally funded through the NTIA Tribal Broadband Connectivity Program and requires compliance with Davis-Bacon prevailing wage standards, Equal Employment Opportunity regulations under Executive Order 11246, and Buy American preferences.

DHHL will provide all equipment (Sunbolt Momentum workstations) and arrange shipment to island docks. Contractors are responsible for equipment transport from docks to sites, site preparation, installation, anchoring, and final testing. Four of seven locations require new concrete pads with ADA-compliant accessibility features. Installations span two sites on Molokai, one on Hawaii Island (Naalehu Public Library), three on Oahu (Waimanalo, Kapolei, and Nanakuli), and one on Kauai (Hanapepe Public Library). All work must comply with the 2021 International Building Code as adopted by Hawaii, with mandatory ADA compliance and 5-foot minimum clearance for general accessibility around stations.

The not-to-exceed total project cost is $435,400, with a firm fixed-price award to a single contractor for all locations. Progress payments are made upon completion of each location; final payment follows acceptance. Installation must be completed within 30 calendar days of Notice to Proceed for each location. Contractors must submit current Hawaii Compliance Express (HCE) Certificates, appropriate contractor licenses (CT or C-8), proof of insurance (general liability and workers compensation), and a comprehensive federal compliance certification package addressing prevailing wages, debarment, Buy American sourcing, and environmental compliance. The contract includes a one-year workmanship warranty on installation. Proposals are evaluated on technical qualifications (40%), federal compliance (20%), and cost (40%). Questions are due July 17, 2026 at 5:00 PM HST; answers are posted by July 24 at 5:00 PM HST. Proposals must be submitted via HIePRO with pricing detailed for each island and location.
