About this file

This document is a Federal Compliance Certification Package for the Department of Hawaiian Home Lands (DHHL) RFP-26-HHL-012, which pertains to the installation of seven solar charging workstations at library locations across Hawaii and the DHHL Molokai District Office. The certification package requires contractors to complete and sign nine mandatory federal compliance certifications before contract award. These certifications address Equal Employment Opportunity compliance with Executive Order 11246, debarment and suspension verification through the System for Award Management (SAM), anti-lobbying requirements under the Byrd Amendment, Buy American preferences for equipment sourcing, Clean Air Act and Federal Water Pollution Control Act compliance, restrictions on certain telecommunications and video surveillance equipment, Energy Policy and Conservation Act compliance for energy efficiency, certified payroll and labor standards compliance, and Davis-Bacon Act prevailing wage requirements. Contractors are responsible for transporting equipment from island docks to installation sites, site preparation, installation, anchoring, and final testing, with pricing required for each island and location.

The project is federally funded through the NTIA Tribal Broadband Connectivity Program (TBCP), with equipment provided by DHHL. Contractors must comply with Hawaii Revised Statutes Chapter 104 regarding prevailing wages for public works projects and maintain weekly certified payroll records for all workers, including name, classification, hours worked, rate of pay, and wages paid. All payroll records must be retained for a minimum of three years following project closeout and submitted weekly to DHHL. Contractors must also ensure all subcontractors at any tier comply with applicable labor standards and provide certified payroll records on the same weekly schedule. The document emphasizes that false statements on these certifications may result in criminal prosecution under 18 U.S.C. 1001 and potential debarment from federal contracting. Equipment country of origin documentation is required for solar panels, battery systems, charging components, and structural materials.
