About this opportunity
Collier County Board of County Commissioners Procurement Services Division is requesting bids on sod supply, delivery, and installation services for turfgrass maintenance across roadway rights-of-way, medians, parks, athletic fields, and county-owned facilities, with bids due November 9, 2026, at 3:00 p.m. and a pre-bid meeting scheduled for October 15, 2026, at 12:30 p.m. at the Procurement Services Division offices in Naples. A local-vendor preference under Collier County Procurement Ordinance Section Sixteen applies to vendors maintaining a physical business address within Collier County with a current local Business Tax Receipt.
The scope encompasses multiple sod varieties including Bahiagrass Argentine, Bermudagrass Certified Celebration and Tifway 419, Certified Bimini Bermudagrass, St. Augustinegrass Floratam, and certified Tif Tuf, Paspalum, and Empire Zoysia, all sand-grown. Services include sod pickup by county, delivery and off-loading, delivery and installation across order sizes from 400 square feet to truckloads of 6,400–9,000 square feet, staking and pinning for slopes exceeding 2:1 ratio, sod bed preparation, hydroseeding, and Maintenance of Traffic services for work in county roadways. Unit pricing is submitted per square foot for most line items and per pallet for wood pallets; all-inclusive pricing must cover labor, materials, equipment, fuel, overhead, loading, delivery, installation, and disposal. Contractors may bid on individual categories but must provide pricing for all line items within selected categories; line items with zero values may result in non-responsiveness.
Historical annual expenditures for sod services approximate $1.275 million, though this figure may not be indicative of future spending. The contract term is three years with two one-year renewal options, with prices firm for the initial term. Work is limited to Monday through Friday, 7:00 a.m. to 5:00 p.m., with no lane closures during peak traffic hours (7:00–9:00 a.m. and 3:30–6:30 p.m.). Awards will be made to the lowest responsive and responsible bidder per category, with the county intending to identify primary, secondary, and tertiary awardees. All goods are FOB destination. Bids must be submitted electronically via the Collier County Online Bidding System, with pricing firm for 180 calendar days from bid opening. The Procurement Director may extend the contract for up to 180 additional days without renewal consent. Vendors must be enrolled in E-Verify, maintain required business licenses and occupational licenses, provide Certificate of Authority to Conduct Business in Florida, carry comprehensive insurance, and comply with conflict-of-interest, immigration, and ethical standards certifications.
