About this opportunity
Snow College is soliciting proposals from qualified development teams to serve as Development Partner for feasibility analysis and potential construction of a student housing project in Richfield, Utah, with proposals due September 10, 2026 at 5:00 p.m. MT/MDT through the U3P bidding portal and questions due July 31, 2026. Any resulting development partnership and future construction are subject to approval by Snow College leadership, the Board of Trustees, the Utah System of Higher Education, and the State Division of Facilities and Construction Management.
The scope encompasses approximately 150 beds of apartment-style units intended primarily for single students, with phased expansion options. The College seeks proposals addressing market demand analysis, development concepts, delivery-model evaluation, financial analysis, and implementation roadmaps. Snow College targets housing affordability at $450–$550 per bed per month and anticipates future delivery through a public-private partnership structure with a 30–45 year ground lease, private financing for design and construction, and collaborative operation. The initial phase is a predevelopment agreement to evaluate project feasibility; selection for feasibility phase work does not guarantee advancement to development, construction, financing, operation, or leasing contracts.
Proposers must demonstrate financial capacity and bonding capability for predevelopment and construction activities, provide evidence of comparable multifamily or student housing project experience, and furnish a minimum of three current client references from public community colleges or higher education institutions, with preference for Utah-based institutions.
Evaluation criteria award points across Scope of Work/Requirements (20 points), Affordability Strategy (20 points), Implementation Roadmap (10 points), Construction Phase (10 points), Experience/References (30 points), Presentation/Demonstration (50 points), and Total Cost/Best Value (10 points per evaluator), across five evaluators for 150 total points per evaluator. Qualified finalists scoring above 250 points will present October 8–9, 2026. Cost scoring uses the formula (Total possible points × (2 × proposer's total costs / lowest total costs proposed)) for a maximum of 10 points per evaluator. Proposals must include separate itemized feasibility study costs, projected development costs, reimbursable expenses, and any cost-sharing arrangements on a single-page line-item cost proposal.
Vendors must register with Snow College, complete a W-9 form, and may file a GRAMA Business Confidentiality Claim to protect trade secrets; bidders must submit both redacted and non-redacted proposal versions if claiming confidentiality. All contracts are subject to Snow College's Standard Contract Terms and Conditions, including a one-year minimum warranty, commercial general liability and professional liability insurance with Snow College named as additional insured, and intellectual property assignment to Snow College.
Opportunity text
SSnow College ("the College"), a public institution of higher education in the State of Utah, is soliciting proposals from qualified and experienced development teams to serve as a Development Partner for the evaluation, feasibility analysis and possibly the construction of a proposed student housing project on College-owned land located in Richfield, Utah, with approximately 150 beds (Conceptual). The College seeks a collaborative partner to assist in determining the feasibility, affordability, and appropriate delivery structure for student housing that would support enrollment growth, student success, and long-term institutional goals at the Richfield Campus. The intent is to enter into a predevelopment agreement to evaluate project feasibility. If it is determined that a project and partnership is feasible to move forward, then a full development partnership agreement will be negotiated. All of this is subject to input from the State of Utah Division of Facilities and Construction Management and approval from the State Board of Higher Education. Snow College invites interested parties to submit a proposal to provide the college with these services.
