About this opportunity

Sacramento County Department of Airports is soliciting bids under CUPCCAA Informal Bid Contract No. 41016 for the SMF Pedestrian Walkway Riparian Public Art Installation Project at Sacramento International Airport, with bids due November 19, 2026. The contractor must self-perform 100 percent of all field construction and artwork-installation work using only directly employed and supervised employees. Construction subcontractors are prohibited, while material suppliers, equipment-rental companies, and licensed professional engineers are permitted.

The scope covers receiving, inspecting, uncrating, staging, protecting, installing, aligning, and orienting fragile glass rondelles and artwork-side rods, clips, connectors, and hanging hardware on a completed supporting grid. Work also includes artist-coordinated initial tuning, inspections, and closeout documentation. The contractor furnishes all installation and access equipment with qualified operators and protects the finished facility during performance. Bidders must hold an active California C-61/D-34 Prefabricated Equipment Contractor license and maintain Department of Industrial Relations public works registration throughout performance. They must also show at least three comparable projects in the preceding five years involving suspended public art or specialty installation, including one overhead installation above or adjacent to finished areas and one in a sensitive environment such as an airport or museum. The submittal package requires a signed Contractor Qualification Statement and Self-Performance Certification, a direct-workforce and supervision plan, project references, safety records, and proof of ability to provide performance and payment bonds and insurance.

Contract time is fixed at thirty calendar days across two Notice to Proceed phases, with NTP-2 authorizing equipment movement and installation. The baseline Critical Path Method schedule is due within 15 calendar days after NTP-1. County review of initial submittals allows twenty working days, and resubmittals allow fifteen working days. Field activities cannot begin until dependent submittals are complete. Bid quantities are approximations, and the County may vary them. Attachment D defines County-furnished and contractor-furnished items, and bidders exclude County-furnished costs from their proposals. Rondelle orientation photos are reference only, and final placement follows the artist registration and approved permanent design documents. Contractors may not modify the approved load path, permanent supports, rods, or hardware beyond standard installation procedures.

The solicitation incorporates federal nondiscrimination provisions for non-AIP contracts, including Title VI, Section 504, the Americans with Disabilities Act, the Age Discrimination Act, the Fair Labor Standards Act, and the Occupational Safety and Health Act. It also requires domestic preference compliance under 2 CFR 200.322, and the County may withhold payment or terminate for noncompliance. An asbestos assessment for the walkway hub dated June 26, 2026 is attached.
