About this file

Attachment D: Furnished Items and Responsibility Matrix Summary

This attachment establishes a furnished items and responsibility matrix for the SMF Pedestrian Walkway - Riparian Public Art Installation Project in California. The document delineates which party—the County or the Contractor—bears responsibility for providing specific items, materials, equipment, and services necessary to complete the project. The matrix serves as a comprehensive allocation tool to clarify ownership, procurement obligations, and accountability for all furnished items throughout the project lifecycle, ensuring clear communication between the County and bidding contractors regarding material and equipment provision responsibilities.

The responsibility matrix defines the contractual obligations for project completion by identifying items the County will furnish versus items the Contractor must provide. This clarification is essential for accurate bid preparation, as contractors must account for all costs associated with procuring items designated as their responsibility while excluding costs for County-furnished materials from their proposals. The matrix supports transparent bidding practices by preventing ambiguity regarding cost allocation and ensuring contractors can submit competitive, accurate bids based on clearly defined scope divisions between County and Contractor responsibilities.
