About this file
This is a Required Submittal Register for the SMF Pedestrian Walkway Riparian Public Art Installation Project issued by the Sacramento County Department of Airports under CUPCCAA Informal Bid, Contract No. 41016, with anticipated execution in November 2026. The project involves furnishing all necessary labor, materials, equipment, and work required to complete a riparian public art installation at Sacramento International Airport's pedestrian walkway. The document establishes eleven minimum project-specific submittal requirements that contractors must provide throughout the contract lifecycle, from initial planning through final acceptance. Key submittals include a baseline Critical Path Method schedule due within 15 calendar days after Notice to Proceed (NTP-1), a Schedule of Values, an Installation Work Plan, rigging and equipment qualification packages, safety plans, equipment loading verification, artwork receiving and custody logs, readiness verification documentation, daily reports during field work, record documentation and installation certification, and waste logs. All initial submissions require twenty working days for County review with fifteen working days allowed for resubmittals, and submittals must be completed before dependent field activities commence. The contract timeline includes two Notice to Proceed phases, with NTP-2 marking authorization for equipment movement and installation work to begin.
The document does not specify pricing terms, contract value, or funding sources within the submittal register itself. No set-asides are identified in this file. The contractor bears responsibility for all safety, qualifications, loading, protection, and performance requirements throughout the project, with County review serving as an administrative requirement that does not authorize field mobilization or relieve contractor obligations. Artist coordination and participation are integrated into the project requirements, with daily reports and record documentation required to verify the quality and integrity of the riparian art installation. The contract maintains a fixed thirty-calendar-day contract time regardless of working-day review periods, and all submissions must be made electronically with field-dependent information revised following authorized site access.

Sacramento County Department of Airports SMF Pedestrian Walkway Riparian Public Art Installation Project
ATTACHMENT B
REQUIRED SUBMITTAL REGISTER
CUPCCAA Informal Bid | Contract No. 41016 | November 2026 Administration and review This Attachment identifies the minimum Project-specific and payment-administration submittals for the Riparian installation and supplements Special Provisions Sections 5-8, 7-5, 8-1, 11-3 and 12-1 and the applicable SCS. It does not limit other submittals required by the Contract, permits, law, equipment manufacturers or final County Risk Management requirements.
Submit electronically. Unless a longer period is specified, allow twenty (20) Working Days for initial County review and fifteen (15) Working Days for resubmittal review under Section 5-8.01. A listed due date does not shorten a review period. Submit early enough for required corrections and completed review before the dependent activity.
Complete planning and review for initial field activities under NTP-1 before NTP-2. County-approved limited Site access and any field-dependent verification or revision shall follow Sections 5-8.01 and 7-1. Prepare initial submissions using available County-furnished information, identify missing inputs, and promptly revise field-dependent information after authorized access. Do not certify inaccessible conditions as verified.
County-furnished approved artwork drawings, final registration and placement information, available applicable permanent-design, route, joint-cover and loading information, and permit approvals are furnished inputs rather than Contractor-authored submittals. The Contractor shall review this information for its operations and identify material missing or conflicting information. SD-03 is reference-only. Submit actual manufacturer equipment data and proposed loads and protection information; additional engineering is required only under Section 5-7.02 and is not an automatic separate-study requirement.
Review of a submission does not authorize field mobilization, artwork receipt, equipment movement or installation. The applicable NTP-2 or separate express written authorization and activity prerequisites remain required. No dependent Work shall begin before required review and authorization. County review does not approve Contractor means and methods or relieve its safety, qualifications, loading, protection or performance responsibilities.
Working-Day review periods are administrative requirements. They do not establish an installation-day or tuning-day limit and do not change the thirty (30) Calendar Day Contract Time.
County coordination and field dependent items Before NTP-2, document the status of required RFIs, field verification, submissions and reviews, together with availability of the artwork, compatible hardware, final registration, released supporting grid, loading information, access/staging, Artist participation and permit authorization. If a field-dependent item remains, identify its responsible party, required action, review period and effect on the sequence under Section 7-1(D). Delay responsibility remains governed by Section 7-15.
The Contractor shall submit records of initial tuning and review for each area and document onsite handback of remaining components as part of Items 7 and 10. Artist review does not replace County inspection or acceptance and does not authorize an extra-cost or time change.
