About this file
This document contains final special provisions for the SMF Pedestrian Walkway - Riparian Public Art Installation Project in California, establishing the contractual requirements and conditions for project completion. The project encompasses furnishing all necessary labor, materials, equipment, and incidental work required to construct a pedestrian walkway with riparian public art installation at Sacramento Metropolitan Airport (SMF). Work must be performed in strict conformance with project specifications, permits from regulatory agencies with jurisdiction, and all applicable regulations. The quantities of work and materials specified in the bid documents are approximations only and serve as a basis for bid comparison; actual quantities may vary at the discretion of the County.
The document establishes the special provisions governing contract performance, including technical requirements, safety standards, and regulatory compliance obligations for the contractor. Specific details regarding pricing terms, payment schedules, performance timelines, set-asides, and funding sources are not addressed in the special provisions excerpt provided. Contractors should review accompanying bid documents, scope of work, and project specifications for complete information on bidding requirements, submission deadlines, award timelines, and contract term details.

APPENDIX A – STANDARD CONSTRUCTION SPECIFICATIONS REFERENCE
DIVISION 1 - GENERAL REQUIREMENTS
The County of Sacramento Standard Construction Specifications dated September 2001, revised March 2004, January 2008, January 1, 2016, and November 1, 2024, including applicable Standard Drawings and technical provisions, are hereby made part of these specifications. The following project-specific Special Provisions modify or supplement the Standard Construction Specifications (SCS). Where these Special Provisions conflict with the SCS, these Special Provisions govern for this Project only. SCS sections not modified below remain in full force and effect.
MODIFICATIONS TO STANDARD CONSTRUCTION SPECIFICATIONS
1-1 GENERAL
The following statement shall be added:
Pursuant to Public Contract Code Section 22034 and Sacramento County Code Section 2.61.058, the CUPCCAA informal Contract will be awarded by the Deputy County Executive for Community Services or other County official with proper delegated authority, subject to the current statutory limits and County procurement procedures.
2-1 BID PROPOSALS
The following paragraphs are added:
The Bid shall be submitted as a lump-sum Base Bid unless Attachment C identifies a separate bid item, allowance, additive item, or deductive item.
The Base Bid shall include all Contractor-performed labor, supervision, project management, artwork receiving and handling, uncrating, organizing, staging, protection, scaffolding, installation of the delivered rondelle assemblies using the preattached rods/long hooks, initial Artist review and tuning, final adjustments, inspections, record documentation, demobilization, and incidentals required to complete the Work. Routine rod-to-glass assembly, fabrication, or reattachment is excluded as stated in Section 4-1.03(C). Include all Contractor-furnished equipment and associated costs, including movable scaffolding and a scissor lift for Artist review and tuning; delivery, pickup, rental or ownership, maintenance, inspections, qualified operators, protection, and temporary engineering required for Contractor means and methods.
The following are not included in the Contractor’s Base Bid:
1. Fabrication and delivery of the artwork;
2. Installation and completion of the permanent ceiling suspension system, supporting grid, wire mesh panels, and primary structural attachment infrastructure;
3. Design engineering for the permanent artwork and permanent structural support system;
4. Other Work expressly identified in Section 4-1.03 as Work by the County or others.
The Contractor shall furnish all installation and access equipment, qualified Contractor-employed operators, riggers and spotters as required, temporary supports, art-handling equipment, load-distribution materials, floor and finish protection, safety controls, and incidental materials. The County will not furnish scaffolding, scissor lifts, or other installation equipment under the Base Bid.
The Contractor may obtain materials, manufactured products, equipment-rental services, common-carrier delivery, manufacturer technical assistance, professional engineering, and independent testing or inspection services, provided that such entities do not perform field construction or artwork-installation labor prohibited by Sections 2-5 and 2-8. Such services do not relieve the Contractor of responsibility for complete performance of the Work.
Bidders shall submit written questions regarding apparent conflicts, omissions, licensing concerns, or incomplete artwork, access, loading, or scope information before bid opening. Material clarifications or changes will be issued only by written Addendum.
2-2 PREPARATION AND SUBMISSION OF BIDS
The provisions of Section 2-2 of the Standard Construction Specifications are replaced with the following:
By submitting a Bid, the Bidder acknowledges that it has carefully reviewed the Contract Documents, Addenda, approved drawings, available approved structural calculations and loading information, County-issued plans and exhibits, photographs, permit documents, and other project information furnished or expressly identified by the County for bidding.
The Pedestrian Walkway and Hub remain under construction and are not available for a pre-bid physical inspection. Submission of a Bid does not constitute a representation that the Bidder entered, inspected, measured, or independently verified an area that the County did not make available before bid opening.
The Bidder shall prepare its Bid based on:
1. The Contract Documents and Addenda;
2. The County-furnished bidding and reference information;
3. The disclosed access, Site-availability, equipment, and scheduling assumptions; and
4. The requirements reasonably apparent from the complete bidding information furnished by the County.
Actual field conditions shall be verified by the Contractor after the County authorizes access to the applicable area and before the Contractor delivers or moves equipment into that area or begins rigging, lifting, connection, or artwork-installation activities, as provided in Section 4-1.03(B).
Bid prices shall include all labor, supervision, materials, services, equipment, temporary works, coordination, field verification, protection, engineering for Contractor means and methods, and incidentals required to complete the Contractor-performed Work, except for Work or costs expressly identified as County-furnished or performed by others. Include applicable taxes, fees, and labor and material escalation, except costs expressly assigned to the County or others.
The Notice Inviting Informal Bids shall describe the Project in general terms, identify how to obtain the Contract Documents, and state the date, time, place, and electronic method for submitting Bids. No pre-bid conference or pre-bid job walk will be held.
Posting on OpenGov does not replace the notices required by Public Contract Code Section 22034 and the applicable County informal-bidding ordinance. The County shall distribute the required notices and observe the applicable notice period, including at least ten (10) Calendar Days before Bids are due for notices sent to contractors under Section 22034(a)(1).
The electronic bid checklist shall include the Agency Bid Proposal and Base Bid price, acknowledgment of Addenda, a copy of the Bid Guarantee required by Section 2-11, “Bid Guarantee,” of the Sacramento County Standard Construction Specifications (November 2024), noncollusion declaration, completed Attachment A certifications and qualification information, and the County designation-of-subcontractors form marked “None.” Submit other forms expressly required by the Notice Inviting Informal Bids. Attachment C defines the bid item and does not replace the Agency Bid Proposal. Electronic submission does not replace delivery of the original Bid Guarantee as required by SCS Section 2-11.
OpenGov shall be the County-designated eProcurement platform for posting the bid opportunity, receiving written questions, issuing Addenda, receiving Addenda acknowledgments, receiving Bids and required bid attachments, and posting award-related notices, unless the Notice Inviting Informal Bids expressly states otherwise.
Bids, written questions, Addenda acknowledgments, substitution requests, and required bid attachments shall be submitted only through OpenGov or by another method expressly authorized in the Notice Inviting Informal Bids or written Addendum.
The electronic system receipt establishes the date and time of submission. All required Bid entries and attachments shall be received by the stated deadline; late Bids will not be accepted. A Bidder’s proposal qualifications, assumptions, or exclusions shall not vary the advertised Contract requirements. Request any necessary clarification before bid opening.
2-3 EXAMINATION OF PLANS, SPECIFICATIONS, AND SITE WORK
The provisions of Section 2-3 of the Standard Construction Specifications are replaced with the following:
No pre-bid conference or pre-bid job walk will be held. The Pedestrian Walkway and Hub remain under construction and are not available for pre-bid physical inspection. Attendance at a pre-bid conference or job walk is not a condition of Bid responsiveness.
The County will furnish the available bidding information through the Contract Documents or written Addenda. The furnished information may include:
1. Approved drawings and specifications;
2. Approved structural calculations and permanent-support-system information;
3. Structural, floor-loading, equipment-loading, and load-distribution information;
4. Supporting Documents identified in Section 4-2.01;
5. The allocation of furnished items and services in Section 4-1.03(H);
6. Approved deferred-submittal documents and permit-case information;
7. Artwork assembly and installation information;
8. Project photographs and visual-reference information;
9. Available information regarding adjacent construction, commissioning, access restrictions, staging, equipment routes, work-zone limitations, and anticipated Site availability; and
10. Other County-issued information expressly identified for Bidder review.
Bidders shall prepare their Bids using the complete information package furnished by the County. Furnished information shall be identified as either a Contract Document or a reference document.
Contract Documents govern the scope, permanent design, Contract Price, Contract Time, and allocation of responsibility. Reference documents and photographs are furnished to assist Bidders in evaluating the disclosed conditions but do not independently modify the Contract Documents unless expressly incorporated by written Addendum.
Because the Pedestrian Walkway and Hub remain under construction, photographs and other project information may depict conditions existing when the information was prepared and may not depict the final condition of the facility when Site access is authorized. No specific final turnover date, Site condition, or unrestricted access date is guaranteed except as expressly stated in the Contract Documents.
Before bid opening, Bidders shall carefully review the complete County-furnished information package and submit timely written questions regarding any apparent:
1. Conflict, discrepancy, ambiguity, or omission;
2. Missing, incomplete, or unclear information;
3. Access, staging, delivery, laydown, or work-zone limitation;
4. Equipment route, equipment-clearance, or equipment-compatibility concern;
5. Floor-loading, equipment-loading, point-loading, or load-distribution concern;
6. Contractor-furnished equipment compatibility with the disclosed access, staging, loading, and operational limitations;
7. Artwork, hardware, access, or other County-furnished information limitations, omissions, or inconsistencies;
8. Artwork, supporting-grid, rod, connection, attachment, or permanent-support-system concerns;
9. Licensing, safety, security, airport operational, or constructability concern; or
10. Other condition that may materially affect the Bid, equipment selection, means and methods, cost, schedule, safety, or performance of the Work.
Written questions shall be submitted through OpenGov by the deadline stated in the Notice Inviting Informal Bids. Material interpretations, clarifications, additions, deletions, or changes will be issued only by written Addendum.
Oral responses, informal correspondence, preliminary documents, planning estimates, and information not expressly included in the Contract Documents or identified as County-furnished bidding information do not modify the bidding requirements.
Submission of a Bid does not constitute:
1. A representation that the Bidder physically inspected an unavailable area;
2. Independent validation or professional certification of the permanent artwork design, permanent suspension system, permanent structural attachments, or base-building structure;
3. Acceptance of permanent-design responsibility not expressly assigned to the Contractor; or
4. A waiver of the Contractor’s obligation to verify actual field conditions after the County authorizes access.
Site availability, NTP-1, NTP-2, advance notice, field mobilization, commencement of Contract Time, and post-award access shall be governed by Sections 3-7, 7-1, and 7-15.
2-5 CONTRACTORS/SUBCONTRACTORS TO BE LICENSED AND REGISTERED
The Bidder shall hold, at the time required by California law and throughout performance of the Work, an active and valid California C-61/D-34 — Prefabricated Equipment Contractor license. A Class B — General Building Contractor license, without the required C-61/D-34 classification, does not satisfy this requirement.
The C-61/D-34 classification held by the Bidder shall be legally sufficient for all Work assigned to the Contractor by the Contract Documents. Identification of the required classification in the Notice Inviting Informal Bids, OpenGov posting, Contract Documents, or Attachment A does not authorize the Contractor to perform work outside the scope permitted by California law.
The Contractor shall self-perform one hundred percent (100%) of all field construction and artwork-installation Work using its own employees. No construction subcontractor or lower-tier construction subcontractor shall perform any portion of the Work. The Bidder shall identify “None” on any subcontractor listing form included with the Bid.
For purposes of this Section, the following are not considered construction subcontracting, provided that the entity does not perform field construction or artwork-installation Work:
1. Material and equipment suppliers;
2. Artwork fabricators whose fabrication and delivery are provided by the County or others;
3. Common carriers and delivery companies;
4. Equipment-rental companies;
5. Manufacturer representatives providing technical information or training;
6. Licensed professional engineers providing calculations or professional services for the Contractor’s means and methods; and
7. Independent testing or inspection agencies.
The Contractor remains fully responsible for all services, products, equipment, and information furnished by such entities.
The Contractor shall not introduce a means, method, temporary system, or installation approach requiring separately licensed construction Work outside the lawful scope of its license. This restriction applies to any structural steel erection, permanent welding, scaffolding work, electrical work, glazing, or permanent structural modification for which an additional classification is legally required. The Contractor remains responsible for furnishing the movable scaffolding required by this Contract using lawful means and methods.
When the Contractor determines that proposed Work or its proposed means and methods may require another contractor classification, the Contractor shall stop the affected activity and submit the matter through the RFI process. The Contractor shall not subcontract the affected Work. The Contractor shall use an alternative lawful means and method or proceed only after written County authorization and confirmation that the Contractor itself holds every additional classification legally required to self-perform the affected Work.
The Contractor shall maintain current registration with the California Department of Industrial Relations at all times required by applicable law.
The self-performance requirement is a material requirement of the Contract. Unauthorized subcontracting may constitute grounds for rejection of the Bid, withholding of payment, removal of unauthorized personnel, or other remedies available under the Contract Documents and applicable law.
2-6 COMPETENCY OF BIDDERS
Each Bidder shall submit with its Bid the qualification information and supporting documentation required by Attachment A — Minimum Contractor Qualifications. The three-Working-Day post-bid timing in Section 2-6 of the Standard Construction Specifications does not apply to this Project-specific qualification submittal.
In determining whether a Bidder is responsible and competent to perform the Work, the County may evaluate:
1. The Bidder’s direct experience with comparable suspended public art, museum or exhibit installations, architectural-feature installations, and rigging-intensive specialty installations;
2. Experience working within airports, occupied public facilities, museums, transportation facilities, or similarly sensitive finished environments;
3. The qualifications and experience of the Bidder’s proposed key employees;
4. The Bidder’s direct workforce, organizational capacity, equipment resources, and ability to self-perform all field construction and artwork-installation Work;
5. Safety performance and ability to comply with Project-specific safety requirements;
6. Finished-facility protection experience;
7. Ability to coordinate with the County, Airport Operations, Airport Security, the Artist, and other affected parties; and
8. Ability to meet the required Project schedule.
The Bidder shall not rely on the experience, workforce, equipment, qualifications, or organizational capacity of a proposed construction subcontractor, affiliate, supplier, or other separate legal entity to satisfy a minimum qualification assigned to the Bidder.
Compliance with the contractor-license, Department of Industrial Relations registration, and self-performance requirements of Section 2-5 is mandatory.
Failure to submit material qualification documentation required with the Bid may result in the Bid being determined nonresponsive. Failure to demonstrate compliance with the minimum qualifications may result in the Bidder being determined nonresponsible.
2-8 SUBCONTRACTORS
The provisions of Section 2-8 of the Standard Construction Specifications are replaced with the following:
The Contractor shall self-perform one hundred percent (100%) of all field construction and artwork-installation Work using its own employees. Construction subcontractors and lower-tier construction subcontractors are not permitted.
For this Project, the Contractor’s own organization means workers employed and paid directly by the Contractor and under the Contractor’s direct supervision and control. Equipment may be owned or rented by the Contractor; however, personnel performing field construction or artwork-installation labor shall be employees of the Contractor.
The Bidder shall complete and submit the County’s designation-of-subcontractors form with its Bid and shall enter “None” for construction subcontractors. Listing a proposed construction subcontractor is inconsistent with this material self-performance requirement and may result in rejection of the Bid.
The following entities are not considered construction subcontractors for purposes of this requirement, provided they do not perform field construction or artwork-installation labor:
1. Material and equipment suppliers;
2. Common carriers and delivery companies;
3. Equipment-rental companies;
4. Manufacturer representatives providing technical information, training, or product support;
5. Licensed professional engineers providing calculations or professional services for temporary works or Contractor means and methods; and
6. Independent testing or inspection agencies.
The Contractor remains fully responsible for all products, equipment, services, calculations, information, and assistance furnished by such entities.
No entity other than the Contractor may perform Contractor-assigned field construction or artwork-installation Work requiring a California contractor license. This restriction does not apply to separately contracted Work expressly assigned to the County or others under Section 4-1.03(H). The Contractor shall not introduce a means, method, temporary system, or installation approach requiring separately licensed construction Work outside the lawful scope of its license.
The Contractor shall not add a construction subcontractor after award. Nothing in this Section waives or modifies the Contractor’s obligations under the Subletting and Subcontracting Fair Practices Act or other applicable law.
3-1 TIME OF AWARD
SCS Section 3-1 remains in effect, including the expected award period of thirty (30) Calendar Days and the ninety (90) Calendar Day Bid-hold period. Informal award shall remain within the applicable statutory authority. If all Bids exceed $220,000, an award of $235,000 or less under Public Contract Code Section 22034(d) requires the governing body's four-fifths resolution and its determination that the Agency estimate was reasonable. That exception is not an automatic increase in delegated informal-award authority. Otherwise, the County shall follow the procurement procedure required by applicable law.
3-3 AWARD OF CONTRACT
Award, if made, shall be to the lowest responsive and responsible bidder that satisfies the Contract Documents, CUPCCAA requirements, licensing, DIR registration, bonding, insurance, qualification, and bid submission requirements.
3-4 PERFORMANCE AND PAYMENT BONDS
Performance and payment bonds are required under SCS Section 3-4. Each bond shall be in an amount not less than one hundred percent (100%) of the original Total Contract Price and shall use the County-approved form required by the Contract Documents. The specialty fine-art nature of the Work does not waive bonding requirements. Provide the bonds with the executed Agreement documents within the period stated in Section 3-7; no Work shall begin before the required bonds and insurance are approved.
3-7 EXECUTION OF CONTRACT
The first paragraph of Section 3-7 of the Standard Construction Specifications is replaced with the following:
After award by the County official or body authorized under applicable law and County delegated authority, the successful Bidder shall sign and return the Contract, together with complete, certified copies of the Performance Bond, Payment Bond, and required insurance evidence, within ten (10) Calendar Days after receipt of the documents. Receipt by the Agency of the signed documents constitutes execution of the Contract. After signature by the Agency, one copy of the executed Contract, bonds, and insurance evidence will be returned to the Contractor. Insurance certificates shall be signed by a person authorized by the insurer to bind coverage and accompanied by all endorsements required under Section 3-9. The remaining provisions of Section 3-7 remain in effect.
The County may award the Contract and complete execution of the Agreement before the Project site is available for field mobilization or artwork installation. Site availability is not a condition precedent to Contract award or execution.
No Work shall begin until the Agreement has been fully executed, required bonds and insurance have been approved, and the County has issued the applicable written Notice to Proceed.
The County shall authorize pre-installation administrative preparation through NTP-1 before issuing NTP-2 for the field Work. The Notices to Proceed shall operate as follows:
1. NTP-1 — Limited Notice to Proceed. NTP-1 may authorize only the administrative, coordination, planning, scheduling, Request for Information, and submittal activities expressly identified in NTP-1. Unless expressly authorized otherwise in writing by the County, NTP-1 does not authorize field mobilization, receipt or staging of artwork, delivery or movement of equipment at the Site, rigging, lifting, installation, or other physical on-Site Work.
2. NTP-2 – Full Notice to Proceed. NTP-2 authorizes field mobilization and commencement of the on-Site Work expressly identified in NTP-2, subject to the conditions, limitations, and field-verification requirements of Section 7-1. The date the County issues NTP-2 is the NTP-2 Effective Date and Day 1 of the Contract Time established in Section 7-15.
Execution of the Agreement or issuance of NTP-1 does not constitute a representation that the Site is ready for field Work and does not commence the Contract Time established in Section 7-15.
The Bidder acknowledgment and pricing assumptions applicable to deferred Site availability are established in Section 2-3. Detailed requirements governing NTP-1, NTP-2, Site access, advance notice, field verification, field mobilization, and commencement of Contract Time are established in Sections 7-1 and 7-15.
3-9 INSURANCE
The provisions of Section 3-9 of the Standard Construction Specifications are supplemented by the following Project-specific requirements.
The Contractor shall procure and maintain the insurance required by:
1. Section 3-9 of the Standard Construction Specifications;
2. The Agreement;
3. These Special Provisions; and
4. The final County Risk Management-approved insurance requirements included in the Contract Documents.
The County Risk Management-approved insurance requirements, including applicable coverage types, limits, endorsements, evidence-of-coverage requirements, and other Project-specific conditions, shall be included in the bid package before advertisement or issued by written Addendum before bid opening.
Changes to insurance requirements before bid opening shall be issued by written Addendum. After bid opening and before Contract execution, material changes to insurance requirements shall be addressed in accordance with applicable law and County procurement procedures. After Contract execution, changes to insurance requirements shall be administered through the applicable Contract-change provisions.
The Contractor shall separately insure its equipment as required by SCS Section 3-9.05, including the required waiver of subrogation for property and equipment owned, leased, hired, or borrowed for the Work. The Contractor shall also provide the additional property and equipment coverage expressly required by the final County Risk Management-approved Project-specific insurance requirements for the following property, as applicable:
1. Contractor-furnished tools, rigging, art-handling equipment, temporary access systems, temporary supports, protection materials, and supplemental equipment;
2. Rented or leased equipment under the Contractor’s care, custody, control, or use;
3. Contractor-furnished movable scaffolding, scissor lifts, and other installation or access equipment under the Contractor’s care, custody, control, or use;
4. County-furnished artwork components and artwork-side hardware after documented transfer of custody to the Contractor; and
5. Other property for which the Contractor assumes custody or responsibility under the Contract Documents.
Required property coverage may include Contractor’s Equipment, Rented or Leased Equipment, Inland Marine, Installation Floater, Bailee or Fine Arts coverage, or equivalent coverage expressly approved by County Risk Management.
The Contractor shall provide Professional Liability insurance when the Contractor or a professional-services consultant provides stamped engineering, temporary-works engineering, lift or rigging engineering, equipment-loading analysis, floor-loading analysis, load-distribution engineering, or other professional services for the Contractor’s temporary works or means and methods.
Professional Liability coverage is not intended to transfer responsibility for the permanent artwork design, permanent suspension system, primary structural attachment infrastructure, permanent building structure, or other permanent-design services provided by the County or others.
Contractor’s Pollution Liability is not required for the Base Bid unless the coverage is expressly required by the County Risk Management-approved insurance requirements or hazardous or regulated-material Work is added to the Contractor’s scope through written Addendum or Contract Change Order.
The Contractor shall submit all required certificates, endorsements, schedules, and other evidence of insurance within the time required by the Agreement and before:
1. Beginning field Work;
2. Receiving custody of the artwork;
3. Taking custody or control of rented or leased equipment; or
4. Performing an activity for which the applicable coverage is required.
County furnishing of artwork, access information, loading information, design documents, or other property does not relieve the Contractor of its insurance obligations or its responsibility for property and equipment under its care, custody, control, or use.
County review or acceptance of insurance documents does not:
1. Represent that the Contractor’s insurance is sufficient to cover every risk;
2. Limit the Contractor’s liability or responsibility under the Contract Documents;
3. Modify the Contractor’s indemnification obligations;
4. Transfer responsibility for Contractor means and methods to the County; or
5. Waive a coverage requirement.
No owner-controlled, contractor-controlled, or other County-provided insurance program applies unless expressly identified in the Contract Documents.
Except where expressly modified by these Special Provisions or the incorporated final County Risk Management requirements, SCS Sections 3-9.01 through 3-9.12 remain in effect, including General Liability under Section 3-9.01 and Contractor’s Equipment coverage under Section 3-9.05. Section 3-9.13 below supplements those requirements. Conditional coverages under the SCS apply when their stated conditions are met; this addition does not independently designate a County-provided Builder’s Risk program.
In the event of a conflict among insurance provisions, the order of precedence established by the Agreement and Section 4-6 shall apply. The final County Risk Management-approved Project-specific insurance requirements expressly incorporated into the Contract Documents shall govern the Project-specific coverage, limit, endorsement, and evidence-of-coverage requirements.
3-9.13 PROJECT SPECIFIC INSURANCE REQUIREMENTS
The following Project-specific insurance requirements are added as Section 3-9.13 and supplement SCS Section 3-9. They do not replace SCS Section 3-9.01, General Liability, or the other applicable standard coverages.
INSTALLATION FLOATER: The Contractor shall procure and maintain Installation Floater insurance at its sole expense from commencement of the applicable exposure through the transfer of insurable interest and County acceptance required by the Contract. Coverage shall be written on a completed-value, nonreporting, replacement-cost basis for physical loss or damage to the insured Work. The limit shall be no less than one hundred percent (100%) of the Contract value and shall also be sufficient for the full replacement value of County-furnished artwork and other property required to be insured while in the Contractor's care, custody, or control, including installation labor. The County shall disclose the artwork value and required coverage limits in the bidding documents before bid opening. Coverage for transit, offsite storage, and manufacture shall apply to those exposures assigned to the Contractor by the Contract Documents. Separately arranged artwork fabrication and delivery remain allocated under Section 4-1.03 and Attachment D. The policy shall protect the insurable interests of the County and Contractor, with loss payable as their interests may appear, and shall satisfy the incorporated County Risk Management-approved requirements.
4-1 INTENT OF CONTRACT DOCUMENTS
The following paragraphs are added to Section 4-1 of the Standard Construction Specifications and define the Project-specific scope, responsibility allocation, installation requirements, and limitations of the Work.
The Contractor is responsible to the County for complete performance of all Work assigned to the Contractor by the Contract Documents. All field construction and artwork-installation Work shall be self-performed by the Contractor’s own employees in accordance with Sections 2-5 and 2-8. Construction subcontractors and lower-tier construction subcontractors are not permitted.
The organization, format, headings, divisions, or sections of the Contract Documents do not divide the Contractor’s responsibility, authorize subcontracting, or relieve the Contractor of responsibility for completing the Work assigned to it.
Existing conditions depicted or described in the Contract Documents and County-furnished reference information are based on available record and field information. Because the Pedestrian Walkway and Hub remain under construction, actual conditions may change before the County authorizes Site access.
After the County authorizes access to the applicable area and before delivering or moving equipment into that area or beginning rigging, lifting, assembly, connection, or artwork installation, the Contractor shall verify the reasonably observable field dimensions, elevations, clearances, access constraints, supporting-grid and artwork attachment locations, connection points, equipment routes, staging areas, work limits, and other conditions affecting the Contractor’s installation operations in accordance with Section 4-1.03(B).
The Contractor shall promptly notify the County in writing of any conflict, discrepancy, missing condition, nonconforming condition, access limitation, clearance issue, support-system issue, equipment incompatibility, licensing concern, or other condition that may affect the Work. The Contractor shall not proceed with the affected Work until written County direction is provided.
Contractor review, coordination, field verification, or use of County-furnished drawings, calculations, loading information, or other permanent-design documents does not constitute independent validation, certification, redesign, or acceptance of responsibility for the permanent artwork design, permanent suspension system, permanent structural attachments, or base-building structure.
4-1.01 CUTTING AND PATCHING
The following paragraphs are added:
The Contractor’s Base Bid does not include structural cutting, drilling, coring, welding, grinding, power-actuated fastening, permanent structural modification, or installation or alteration of the permanent suspension system or primary structural attachment infrastructure, except for Work expressly identified in the Contract Documents as Contractor-performed artwork-installation Work.
No cutting, drilling, coring, welding, grinding, power-actuated fastening, opening, removal, relocation, or alteration of the artwork, permanent suspension system, structural attachment infrastructure, glazing, curtain wall, ceiling system, wall system, structural framing, fire- or life-safety system, electrical system, mechanical system, communications system, security system, conveyance system, or architectural finish shall be performed without prior written County authorization.
Apparent conflicts, field discrepancies, proposed alterations, or conditions requiring cutting or modification shall be submitted in accordance with Section 4-7 before the affected Work proceeds. Written County authorization does not permit the Contractor to perform Work outside the lawful scope of the Contractor’s license.
The Contractor shall patch and restore surfaces disturbed by authorized Contractor Work to match adjacent construction and finishes unless otherwise directed in writing by the County. Cutting and patching shall not reduce structural capacity, impair fire- or life-safety systems, damage finished construction, void applicable warranties, or interfere with airport operations.
Damage or unauthorized alteration caused by the Contractor shall be repaired or replaced by the Contractor at no additional cost to the County using a method accepted in writing by the County.
4-1.02 WORK AND LIMITATIONS
The following paragraphs are added:
Existing airport facilities, completed construction, adjacent construction, commissioning activities, public circulation, and airport operations shall be maintained without interruption except as specifically authorized in writing by the County.
The Contractor shall coordinate its Work with the Department of Airports, Project Manager, Project Inspector, Airport Operations, Airport Security, Airports Maintenance Division, CMID/DGS, the Artist or Artist’s representative, the Architect or County-designated structural engineer when required, equipment suppliers, commissioning teams, adjacent contractors, and other County-authorized representatives.
The Contractor’s work limits, access routes, staging areas, delivery locations, laydown areas, work windows, equipment routes, and controlled-access zones shall be limited to those approved by the County. The Contractor shall not enter or use public circulation areas, operational areas, completed or finished areas, restricted areas, or adjacent construction areas without prior County authorization.
The Contractor shall perform the Work in a manner that protects the artwork, finished facility, existing systems, building components, adjacent construction, airport personnel, passengers, the public, and airport operations.
The Contractor shall not interrupt, disconnect, relocate, impair, or otherwise affect any building, utility, security, communications, conveyance, electrical, mechanical, or fire- or life-safety system without prior written County authorization.
4-1.03 PROJECT-SPECIFIC SCOPE OF WORK
The SMF Pedestrian Walkway – Riparian Public Art Installation Project consists of installation of approximately 12,000 glass rondelles forming the suspended ceiling artwork by Huameng Yu and Louis Chinn in the North Pedestrian Walkway at Sacramento International Airport. The County contracts directly with the installation Contractor through SCDA. The Contractor shall furnish the labor, supervision, equipment, tools, temporary protection, means-and-method engineering where required, coordination, inspections, documentation, and incidentals necessary for a complete installation.
The Contractor’s Work extends from authorized onsite receiving and documented transfer of custody through uncrating, organizing, staging, installation, initial Artist review and tuning, adjustments, inspections, correction, cleanup, record documentation, demobilization, and County acceptance. All field construction and artwork-installation Work shall be self-performed by the Contractor’s own employees under Sections 2-5 and 2-8.
A. Artwork Installation Scope
Install approximately 12,000 County-furnished glass rondelle assemblies on the completed and released supporting grid within the reduced mesh layout shown in SD-08. Each rondelle will be delivered with its artwork-side hardware, consisting of the rod and integral long hook, already attached. SD-01, principally Sheets PA-N1 and PA-N4 through PA-N6, provides the approved suspended-art design and applicable details, subject to the mesh-layout clarification below. The 2-foot by 2-foot wire-mesh panels depicted on PA-N6 are typical design details, not a representation that every installed mesh panel retains that size or the earlier depicted extent.
Existing mesh layout and bidding basis. SD-08, Updated Ceiling Art Heat Map dated August 18, 2025, identifies the mesh locations and coverage confirmed by the County project team to match the mesh installed on Site. The installed mesh coverage has been substantially reduced from the extent depicted in SD-01. Use SD-08 as the controlling disclosed mesh-layout exhibit for bidding and installation coordination; do not price restoration of the earlier SD-01 mesh extent or assume additional mesh will be furnished. The Contractor shall verify the observable installed layout after authorized access and report any discrepancy with SD-08 before affected installation.
Limited effect of SD-08. No revised DWL base-building design drawing incorporating this mesh layout is included in the bidding package. SD-08 is not a revised, signed or sealed engineering drawing, a permit amendment, or a certification of structural capacity. It supersedes the earlier mesh location and coverage depiction in SD-01 only for the disclosed installation footprint. SD-01 and applicable approved design documents continue to govern connection details, materials, loading, clearances, and the permanent load path. Resolve any conflict affecting those requirements through the County and its designated design professional before the affected Work proceeds.
Registration and quantity coordination. The Base Bid includes installation of approximately 12,000 rondelles on the reduced mesh layout shown in SD-08. The reduction in mesh coverage does not reduce this estimated installation quantity. The County shall furnish Artist registration and placement information coordinated to SD-08 and the verified mesh, including component locations, lengths, orientation, and distribution. Heat-map colors do not independently establish a per-panel count, rod length, connection detail, exact dimension, or allowable loading. Do not scale the image to derive a component takeoff. Install the assemblies in accordance with the coordinated registration and applicable approved loading and clearance requirements. Final registration and necessary design or permit confirmation shall be completed before affected installation under Paragraph G and Section 7-1.
The Base Bid installation scope is the suspended glass artwork. The brass portal-column artwork, brass floor inlays, terrazzo, permanent ceiling suspension system, supporting grid, wire-mesh panels, lighting, and building work shown in the broader design are furnished and installed by others. Drawing inclusion alone does not assign those items to this Contractor.
Use the County-furnished Artist registration and placement information coordinated to SD-08 and the verified mesh to select the correct delivered assembly, length, type, position, orientation, spacing, and attachment location. Preserve component identification throughout receiving, staging, installation, and record documentation. Do not infer a uniform orientation from a conceptual image or a component count from the heat-map colors.
Comply with the approved suspended-art loading limit of 3.0 pounds per square foot and the capacity of the ceiling support system identified in SD-01. The County-designated design professional shall confirm the applicability of the approved loading and connection criteria to the actual mesh configuration and proposed artwork distribution. Do not increase local artwork density beyond the coordinated registration or exceed approved loading limits. Maintain clearances from baffles, light fixtures, equipment, and required maintenance access; artwork rods shall not contact those elements. This artwork loading limit is not an allowable floor load for scaffolding, lifts, or other equipment.
The Contractor shall review the final inventory and promptly report shortages, excess quantities, inconsistent labels, incompatible hardware, or conflicts with the approved design. A material change in quantities or assigned scope shall be addressed under the Contract-change provisions. The approximate quantity is a bidding basis, not an automatic authorization for extra payment or a per-rondelle unit-price item.
B. Pre-Installation Coordination and Field Verification
Before mobilization, coordinate with the County and Artists to review SD-01 together with SD-08, the coordinated registration system, delivered rondelle assemblies, component identification, supplied hardware, installation sequence, attachment procedures, tolerances, access, staging, equipment routes, floor protection, and Artist participation. The County shall provide artwork-specific information sufficient to establish a tested and confirmed installation procedure. The Contractor remains responsible for the safety and adequacy of its means and methods.
The baseline installation approach shall use two concurrent teams working from movable scaffolding, beginning at the center and progressing outward in opposite directions. One Artist or designated representative will coordinate with each team. A different sequence or access method may be proposed for County review when consistent with the coordinated SD-08 layout, approved design, lawful licensing, safety, facility protection, and the Contract Time. No production-rate or number-of-working-days limitation applies to the installation obligation.
After the County authorizes access and before affected equipment movement or installation, verify reasonably observable dimensions, elevations, clearances, mesh-panel locations and extent against SD-08, artwork attachment locations, supporting-grid readiness, equipment routes, staging areas, floor conditions, finish protection, and interfaces with adjacent construction. Confirm that the grid and mesh are fully installed, level, accessible, and released to receive the coordinated artwork distribution; that the County-furnished assemblies are presorted and labeled by length or type under Paragraph H; and that the preattached rods/long hooks and any separate furnished connection hardware are compatible with the confirmed installation procedure. Do not assume fabrication, disassembly, or alteration of delivered assemblies is included.
Document verification with measurements, photographs, marked-up drawings, and an interface-readiness record. Do not assume crate fit, elevator capacity, joint-cover capacity, floor capacity, unrestricted access, or equipment compatibility without the applicable information and field checks. Submit discrepancies through Section 4-7 and do not proceed with affected Work until written County direction resolves the issue.
Field verification and coordination do not transfer responsibility for permanent artwork design, permanent supports, or the building structure. The Contractor shall not alter, repair, reinforce, or redesign work by others without an authorized change and any required design and permit approval.
C. Receiving Artwork, Inventory, Custody, and Protection
Artwork fabrication and transportation to the County-designated SMF delivery location are provided separately by the County or Artists. Rondelles will arrive with their artwork-side rods and integral long hooks already attached. The Contractor shall coordinate onsite receipt, participate in a joint condition inspection with the County and Artists, assist with onsite crate movement, carefully uncrate and inspect the delivered assemblies, organize and stage them without damaging or tangling the rods/long hooks, and maintain the supplied registration system.
