About this opportunity

Salt Lake County Contracts and Procurement, on behalf of the Salt Lake County Health Department's Environmental Health Division, is issuing a Request for Bids (RFC) for environmental laboratory services to analyze water, soil, and air samples for contaminant identification and concentration. The procuring agency seeks a qualified environmental laboratory provider capable of producing defensible laboratory results suitable for administrative hearings, civil and criminal proceedings, and court cases to support case development and inform exposure and remedial mitigation decisions. Key deliverables include analysis of 54 distinct analytical types—including ammonia, anions, BOD, BTEXN, chloride, COD, coliform, dissolved oxygen, DRO, flashpoint, fluoride, glycols, GRO, hexavalent chromium, metals analysis, mercury, PCBs, PFAS, pH, pharmaceuticals, RCRA metals, semi-volatiles, total petroleum hydrocarbons, volatile organic compounds, and specialized tests—with standard 7-10 working day turnaround service and expedited 24-hour and 3-day rush options. Required qualifications include laboratory location within Salt Lake County, State of Utah laboratory certification, proof of RCRA and Clean Water Act certification, submission of the most recent Water Proficiency audit results, capability to provide original hard copy reports upon request and online customer account portal access, agreement to include sampling bottles and containers with appropriate preservatives in pricing, and compliance with Salt Lake County's Terms and Conditions. Required insurance includes workers' compensation, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, commercial automobile liability of $1,000,000, and professional liability insurance of $1,000,000. A pre-bid WebEx meeting is scheduled for April 21, 2026, at 1:00 p.m., with questions due through the Utah Public Procurement Place (UPPP) powered by Bonfire prior to the specified question deadline, and bid proposals are due by May 11, 2026. The contract will be awarded to the lowest responsive and responsible bidder meeting all specifications, with a five-year term effective upon execution.

No specific set-aside designations for disadvantaged enterprises are identified in the solicitation; however, Salt Lake County reserves the right to apply a preference system in the award decision that may award one additional point to vendors qualifying for Employee Health Care Preference (providing health benefit plans to covered employees and dependents) or Veterans and Companywide Hiring Preference (demonstrating active veterans recruitment and employment programs, current veteran employment, drug and alcohol testing policies, recognized job training programs, and OSHA-compliant job safety programs). All bidders must complete and submit an Environmental Compliance Practices Vendor Compliance Statement and Non-Debarment Certification confirming they are not debarred, suspended, or excluded from federal, state, or local contracting due to environmental non-compliance and have not been convicted or subject to civil judgments or administrative orders for environmental non-compliance within the past three years. No incumbent vendors or existing infrastructure integration requirements are specified in the procurement documents. The approximate annual contract value is not expected to exceed $8,000, with firm pricing required for the duration of the five-year contract term and payment due net 30 days after the county accepts goods or services and receives an accurate invoice. Bidders may request protected record status under Utah's Government Records Access and Management Act (GRAMA) for trade secrets or commercial/financial information that could cause competitive harm if disclosed.
