About this opportunity

Salt Lake County Contracts and Procurement, on behalf of Facilities Management (Mechanical Operations), is soliciting bids on ammonia refrigeration supplies and services for county-operated ice rink facilities under RFC FAC134391, with bids due November 9, 2026.

Bidders must demonstrate a minimum of twenty years of experience with ammonia refrigeration installation and service, with at least ten years directly related to ice rink installation and maintenance. The vendor must maintain a service facility and authorized personnel within twenty miles of Salt Lake County to perform warranty work and maintain parts inventory. Bidders may qualify for one-point scoring adjustments under Salt Lake County's Employee Health Care Preference (providing a health benefit plan as defined by Utah Code 26-40-115(1)) or Veterans and Companywide Hiring Preference (requiring documented veteran recruitment and employment, drug and alcohol testing policy, a federally or state-recognized job training program, and OSHA-compliant job safety program). All preference requests require submission of completed certification forms and supporting documentation.

The scope includes ammonia refrigerant oil, Frick/Vilter compressor parts, ammonia refrigeration system components, controls, back-up consultation services, scheduled preventative maintenance with inspection reports and repair recommendations, repair services on demand, and emergency services. Pricing must be submitted as a percentage discount off the bidder's published price list, applied uniformly to all items throughout the contract term, with a minimum 15 percent discount for parts and supplies categories not included in the sample price schedule. Labor rates must cover consulting, standard business hours (Monday–Friday, 8 a.m.–5 p.m.), and overtime/holiday work. Prices are guaranteed for twenty-four months; price increases are limited to three percent annually and require independent documentation. The County retains the right to immediately benefit from any market price decreases. All delivery is FOB Destination, Freight Pre-Paid, except special or rush orders where freight may be negotiated.

The approximate annual contract value is $100,000 with no minimum or maximum purchase quantities guaranteed. The contract term is six years effective upon execution, with the County reserving the right to review performance and cost regularly and potentially negotiate price and service elements during the contract period. Bidders must carry commercial general liability insurance of $1 million per occurrence with a $2 million aggregate and workers' compensation insurance, and provide a one-year warranty covering parts and labor. Award will be made to the lowest responsive, responsible bidder meeting all specifications.
