About this opportunity
Salt Lake County, Utah, is requesting bids on the replacement of heat exchangers at the Adult Detention Complex located at 3415 South 900 West, South Salt Lake, under solicitation FAC133242 ADC Heat Exchangers – Final Phase, with bids due September 17, 2026. Addendum 1, issued September 15, 2026, clarifies project scope and equipment approvals; bidders must acknowledge receipt of this addendum on bid forms to avoid disqualification.
The scope encompasses removal and replacement of existing water heaters, heat exchangers, associated piping, tanks, and valves. Work is restricted to normal business hours (7:00 a.m. to 5:00 p.m., Monday through Saturday) with coordination required during County occupancy. Approved manufacturers include Niles Steel Tank for domestic storage tanks, Wilo for hydronic pumps, Titan and Griswold for Y-strainers, and Bell & Gossett for heat exchangers; DHT heat exchangers are not approved. Contractors must shut down and drain the system for new branch line connections rather than performing hot tapping. The project manual and detailed mechanical and electrical drawings specify copper pressure-seal-joint fittings, recirculating pump installations, and automatic air vents. Contract time is 365 calendar days from Notice to Proceed, with a punch list walk required no later than five calendar days before contract expiration. Liquidated damages are $1,500 per calendar day for delay.
Four bids were received: Commercial Mechanical Systems and Service, LLC, $778,215 (low); Deseret Peak Piping, $803,578; Ralph Tye & Sons, $848,400; and Stallings Construction, Inc., $891,600. All bidders must hold a minimum B-100 license from Utah State Department of Commerce and submit a 5% bid bond. Performance and payment bonds equal to 100% of contract price are required within ten days of award on AIA forms. General liability insurance of $4 million per occurrence and workers' compensation coverage are mandatory. If the contract exceeds $3 million, apprenticeship utilization of at least 10% of labor hours within applicable trades is required under Salt Lake County ordinance. All first-tier subcontractors must be listed within 24 hours of request with Department of Professional Licensing license numbers. Security clearance via the Sheriff's Office is required for all personnel accessing the detention facility. Monthly progress payments are made at 95% of incurred costs with 5% retainage. Final funding is contingent on Mayor approval. A mandatory site visit was held; bids remain valid for 60 days after opening, with intent to award posted within that period.
