About this opportunity

Salt Lake County Office of Homelessness and Criminal Justice Reform, on behalf of the Magna United Communities That Care Coalition, is requesting proposals for development and production of a Firearm Safety Youth Public Service Announcement (PSA) with proposals due June 27, 2026.

The scope requires a high-quality, community-informed PSA that authentically reflects youth perspectives, with youth actively leading all phases of production including concept development, scripting, filming, and post-production. The County prioritizes proposals incorporating meaningful youth participation through structured mentorship or workforce development models to ensure youth voices remain central to messaging and creative direction. The final PSA must be suitable for public distribution and support community education and awareness related to firearm safety, with distribution planned through local movie theaters and social media platforms.

Qualified consultants, firms, or organizations may respond. Two optional preference categories are available: an Employee Health Care Preference (for vendors providing health benefit plans to covered employees throughout the contract term) and a Veterans and Companywide Hiring Preference (for vendors maintaining active veteran recruitment and employment programs, drug and alcohol testing policies with random testing, a recognized job training program, and an OSHA-compliant or equivalent job safety program). Vendors qualifying for either preference receive one point added to their proposal score, provided all required certification forms and supporting documentation are submitted with the proposal. Environmental compliance certification is required; vendors must certify they have not been debarred, suspended, or excluded from federal, state, or local contracts based on environmental non-compliance and are not currently indicted or charged with environmental violations.

No contract value, contract term, incumbent contractor, evaluation criteria weighting, or additional timeline details (questions due, pre-bid meeting, anticipated award date) are specified in the available source materials.
