Required qualifications include a minimum of seven years of law enforcement IGG experience with at least 45 to 55 successful identification cases, current accreditation as an Investigative Genetic Genealogist, current membership in the Association of Professional Genealogists (APGen), proficiency with GEDmatch PRO, FamilyTreeDNA, and DNA Justice platforms, and original Bureau of Criminal Investigation criminal history reports no older than 45 days. Bidders must submit at least two commercial references and comply with strict background check requirements that prohibit violent felony convictions, sexual offense convictions, sex offender registration status, and felony or misdemeanor convictions involving violence, moral turpitude, weapons, domestic violence, or obstruction of justice within the past five years. Evaluation will be based on hourly rates submitted on the Pricing Schedule, with award to the lowest responsive, responsible bidder. Questions must be submitted through the Public Q&A section prior to the specified deadline, with the bid due date of May 21, 2026, and a six-year contract term effective upon execution.
There are no noted set-aside designations or restrictions limiting response to disadvantaged enterprises; however, the County offers optional preference scoring for vendors meeting specific criteria, including up to one additional point for vendors providing qualifying employee health care benefits and up to one additional point for vendors meeting Veterans and Companywide Hiring Preference requirements, including active veteran recruitment, current employment of at least one veteran, drug and alcohol testing policies, job training programs, and OSHA-compliant safety programs. No incumbent vendors or current contractors are identified in the solicitation materials. Bidders must maintain workers' compensation insurance, commercial general liability coverage of $1,000,000 per occurrence with $2,000,000 aggregate, and commercial automobile liability of $1,000,000 per occurrence with the County named as additional insured. All work must comply with the DOJ Interim Policy on Forensic Genetic Genealogical DNA Analysis, applicable terms of service for genetic databases, and all relevant state and federal laws. The County estimates annual costs of approximately $35,000 with no specified minimum or maximum purchase quantities, and all costs including shipping, handling, service charges, and travel to Salt Lake County must be included in the quoted hourly rate. Federal compliance provisions apply if federal funds directly or indirectly support the contract, including requirements under the Davis-Bacon Act, Clean Air and Water Acts, and the Byrd Anti-Lobbying Amendment if contract value exceeds $100,000.
