About this opportunity
The Washington State Department of Children, Youth & Families (DCYF) is conducting a competitive Request for Qualifications and Quotations (RFQQ #27-DCYF-EL-003) to procure training and technical assistance services for the Strengthening Families Washington (SFWA) Perinatal Mental Health initiative. The procurement targets Franklin, Grant, Grays Harbor, Chelan, and Yakima Counties and seeks a single contractor to increase community capacity to recognize, support, and refer families experiencing perinatal mood and anxiety disorders through non-clinical community contexts. Key deliverables include developing detailed work plans, providing four one-hour webinars on perinatal mood and anxiety disorders, supporting funded community Taskforces, delivering a minimum of two two-day Perinatal Mood and Anxiety Disorder Overview trainings (with a maximum of one in-person), providing a minimum of ten one-day community trainings, offering a minimum of two two-day Group Peer Support facilitator trainings and one two-day 1:1 Peer Support training, facilitating peer connections, disseminating resources, and engaging in evaluation activities. Required qualifications include licensure to do business in Washington or commitment to obtain within 30 days of selection, a Unique Entity (UEI) number within 30 days of selection, non-debarment certification, and mandatory scored qualifications requiring expertise in clinical and non-clinical perinatal mental health practices with education, certifications, and experience in clinical perinatal mental health settings. Desirable qualifications include experience providing Group Peer Support facilitator training. Evaluation criteria weight technical proposals at 30 points (30%), management proposals at 45 points (45%), cost proposals at 25 points (25%), and Executive Order 18-03 certification for worker rights at 5 points (5%), totaling 105 possible points. Critical dates include a pre-bid conference on February 3, 2026; written questions due by March 3, 2026; bidder responses due by 4:00 p.m. Pacific Time on March 24, 2026; Apparent Successful Bidder announcement on April 20, 2026; contract negotiation between April 20 and May 29, 2026; and an estimated contract start date of July 1, 2026.
DCYF encourages participation from small and diverse businesses with voluntary goals of ten percent Office of Minority and Woman-Owned Businesses (OMWBE), one percent Veteran-Owned Businesses, and twenty percent Washington Small Businesses; bidders must submit a Small Business Self-Certification form to claim this designation. The contract funding derives entirely from a federal Community-Based Child Abuse Prevention (CBCAP) grant supporting primary and secondary prevention of child abuse and neglect, which restricts the use of funds and prohibits direct services to families involved with child welfare programs or foster parents. No incumbent vendors or existing infrastructure requiring integration are identified in this solicitation. The maximum contract award value is $150,000 for an initial performance period from July 1, 2026 through June 30, 2027, with potential for up to five one-year extensions not to exceed June 30, 2032, allowing the contract to potentially reach significantly higher total values over its full term. Submission requirements include Attachment B certifications, Attachment C response forms with administrative requirements and cost proposals in Excel format, two letters of reference (one from a parent and one from an organization with perinatal experience), key personnel information, and responses exceeding 30MB must be divided into separate emails.
